The debate on the Premiers resolniaons for reform of procedure is still proceeding in tho House of Commons. Numerous amendments are being proposed by Conservative members in the .roles for the adoption of cloture, and various speakers have urged some mitigation of the stringency of tho proposed rales.
Consols have advanced to 102|-. New .'Zealand securities are firm at last quotaitems. The market rate of discount has Jnrthar fallen i, and is now 3-J- per cent. "The Bant rate is 5 per cent. Markets lor colonial breadstuffs and tallow are 'without quotable change. Australian leather, best sides, is worth 11-fd. Tho market is dull.

Bey Sidi Mahomed El Sadok, of Tunis, died yesterday, aged 60 years. His brother Sidi Ali has succeeded to the throne. Received October 29th, 5.20 p.m.

Owing to the recent statement of M. Daves, Minister of Justice, that the Government possessed evidence of a widespread revolutionary organisation mow permeating Prance, much alarm baa been created throughout tho -country. At Lyons a panic has arisen 'through fears that a socialist rating there is imminent. Groat excitewnant prevails in town, and troops to -reinforce the garrison have been sent. Intelligence is to hand that two British officers, named Gill and Oharrington, and Professor Palmer, who were sent in August last into the interior to purchase camels, were massacred by Bedouins. Two of the bodies of the victims have 3>son recovered.

Tn reference to the recent statement about the discovery of a widespread conspiracy the French Government have maned a manifesto cautioning the people against any nndne alarm, and avowing their firm determination to preserve •order.
