[Per ■-«. Eotorua at Bussell ] SYDNEY, October 13. A long and animated debate took place i a tho Assembly on Wednesday night on Sir H. Parkes' resolution in reference to the ereqtion of a new Art Gallery and Free Public Library. An amendment, by Mr Copeland, in favor of placing it in tho building at the top of King street, was negatived on the casting vote of tho Speaker, the numbers on division being equal, viz,, 34 to 34, The first resolution in favor of the erection of an Art Q-allcry on the site of tho Garden Palace was negatived by 36 to 32. A resolution for the erection of a free public library on tho site o! the Benevolent Asylum, George street south, was then negatived by 41 to 31. Upon this signal Sir H. Parkes at ones moved the adjournment of tho House, which gave rise to all sorts of rumors, none of which were found to have any foundation.

The Land Bill introduced by Sir John Bobertson makes provision for the discovery of abuses of tho law and the punishment of offenders. It will prevent land applied for for bona fide mineral leases being conditionally purchased, and, with regard to forfeited conditional purchases, provides that they may bo selected notwithstanding their having improvements on them.
