WELLINGTON, Feptember 11. Both Houses are rapidly sweeping the order papers olean, and the prorogation might almost take place to-morrow, but for the difference between the two Houses on the L*nd Bill and District Railways Amendment Bill, Begarding the former a seoond conference is to take place, when an effort will be made by the Lower House to induoe the Oounoil to withdraw the purchasing clause, but insert a proviso that the leasing olause is not to oome into operation till after next session, whioh wonld affirm the prinoiple and enable the other provisions of the Bill to bo taken advantage of. It is feared, however, that the Oonnoil will not agree to this compromise, in whioh ease the Bill will probably have to be abandoned for the session. The cor.flict on the Distriot Railways Bill seems to have arisen out of a misconcoption. The Speaker of the Council stated to - day that he dissented from the view that the Council has no power to introduce the amendments objected to, end he held that the Council had a right to do bo. It was also understood that the Speak' r of the Lower House concurred in his opinion. Consequently Mr Oliver, who had moved that the Council give way, withdrew that motion, and substituted one to the effect that the Counoil insist on tho amendments, as they considered they were exeroisiog a constitutional right in doing so. But from Sir Maurice O'Rorke's remarks to-night it would appear that he takes a diametrically opposite view to that of Mr Fi'zharbert and the Legislative Oounoil, so it is possible thore may be a strong conflict of opinion in tho conference. As the question is one of great importance, it will most likely be stoutly contested on both sides. Owing to the completely blocking of the printirjg office through the number of the amended Bills, &0., whioh have to be printed, it appears probable that the work cannot be finished bt-fore Thursday or Friday. Therefore the prorogation will hardly be praotioable earlier than Friday, unless an unexpectedly easy concurrence be arrived at.
