The Rating Bill was further considered in committee. A new clausa was moved by the Hon. Major Atkinson to render it optional for boroughs to come under the Act. Mr Baddon moved to ex-end the privilege to County Councils, Road Boards, and Town District Boards. This was negatived by "B® to 16, and the new clause was agreed to on tbe voices. Some other formal clauses were added to the Bill, which was reported as amended. The Road Board* ’Bill-Clause 31 was amended so as to fix the elections for Boards on the first week in May, 1883, and during the first week of the same month every third year after. On clause 39 a motion waa made that the clause be amended «o as to enable holders of miners’ rights to rote at these elect ions. Lost on a division by 38 to 23. Mr Shkbhan moved as addition to clause #l—“That no ratepayer be entitled to vote at any election unless he has paid all the rates then due by him in respect of hisquali--fioation,” Progress was reported, and the House resumed, BILLS FASBBD. The following were then read a third time and passed :—Tea Bill and Rating Bill. PUBLIC WORKS ESTIMATES. On the motion for adjournment, Mr Seddon said that they should now insist npon no farther business being '"done jmtil the Public Works estimates were sroOght~downr - The delay in bringing these down was most unprecedented. Mr Turnbull said that the present state of things was most disgraceful. Vfr Montgomery trusted that the'Government would have tbe estimates down not later than Monday. The Hon. Major Atkinson said that until the Government knew what money it had at its disposal, and whether the Loan Bill would pass or not, they could not bring down the Public Works. The House adjourned till 11 a.m. Monday.
