SELWYN COUNTY COUNCIL.
The usual monthly meeting of the Selwyn County Couneil was held this morning at 10 30. Present—Messrs B. J. Lee (chairman), H. W. Peryman, F. Jones, W. Dunlop, B. Westenra, J. D. Buys, and H. J. Mathias.
The Chairman made the following statement :—Bridge at Dobbin's ford—The Ashburton County Council has agreed to join with this oounty in obtaining a report as to the best site for, and probable oost of, a bridge over the Bakaia at Dobbin's ford. Messrs Dobson and Son have been requested to prepare suoh report, whioh will be ready for the next meeting of the Oounoil. Culvert over Biooarton road—The deputation at the last meeting have waited upon the Drainage Board, but have failed to get them to alter their determination not to repair the culvert orossing the Ricoarton road near the hospital. North road, Avon district—l have reoeived a letter from the Avon Boad Board requesting I
the Counoil'i assistance in maintaining tho North road. Sumner road—l have also reoeived a similar application from the Heathcote Boad Board in regard to the Sumner road. Closing of roads in Heathcete district—ln reference to tho application before the Oounoil last month, the standing committee have reported that the requirements of the Public Works Act have not been complied with, the proceedings will therefore have to be commenced de novo. Accounts of Hospital and Charitable Aid Board—A copy of the annual statement of receipts and expenditure of this Board has been forwarded for the information of the Council. Drainage of BUesmere Distriot— The Ellesmere Boad Board report that the cost of the drainage works on the line of the old Boggy Creek has already exceeded the amount granted by the Council, and they apply for further assistance to complete the works, a distance of forty chains remaining to be done. Collection of Grain Statistics—l have received a further letter from the Government in reference to the proposals that the owners of threshing machines should be required to furnish annual returns of grain threshed by their respective maohines. Railway Bates— The committee appointed at the last meeting of the Council to oommnnioate with the Government on the subject of revising the railway tariff addressed a letter to the Minister for Publio Works, and a reply has been received that the matter shall receive due consideration. Hororata water race—Applications have been invited for the post of caretaker, and will be laid before you for consideration. I have received a letter from Mr Darrooh, in ref erenoe to the oonveyanoe of a small piece of his section required for the race, also the usual report from the inspector, Greendale water race—Letters have been reoeived from Messrs Dobion and from Mr Gough in referenoa to the proposed water supply for the Greendale district from the river Hawkins. Cheddar railway station
—I received a letter from the Government, asking me to ascertain the wishes of a majority of the residents as to the name by whioh this station should be known, and accordingly called a publio meeting to disouss the question, when there was a considerable majority in favor of reverting to the old namo of Doyleston. Slaughter houses—The inspector's monthly report has been received, also several applications for licenses. It was agreed to refer the Biooarton road culvert matter to the Riccarton Boad Board's surveyor, asking him to report upon the cost of replaoing same by timber or a more durable material.
It was agreed to grant the sum of £2OO to the Avon Boad Board, and also a sum of £3OO to the Hcathoote Road Board, for the purposes indicated in the chairman's statement.
Mr Jones stated that the proceedings in the matter of closing oertain roads in the Heathcote district would be commenced de novo.
The Chairman said that he had not received any answer to his application that the Ooanoil might be represented on the Hospital and Charitable Aid Board. The Chairman was authorised to ask the Bllesmere Boad Board what amount would be necessary to complete the drainage of Boggy Creek road. Mr J, Gough, Greendale, wrote, informing the Council that at a publio meeting held on August 21st, a resolution was passed urging the founoil to oarry out the head works of the Greendale water supply, so as to be available next summer; also, asking the Council's surveyor to go over the distriot with a deputation of landowners, so as to select the best line for the race. In reference to the above Mr C. Dobson reported that, in company with Messrs Deans and Mcllraith, he had visited the Hawkins, as the site proposed for the head works of the Greendale water race. Mr Deans bad no objection to the race running through his property, provided the first portion be kept with as little fall as possible and run to the nearest road to the southward. The fall of the country is s~> great that the water would run on any line in a S.E. direction. Mr Dobson indicated two lines of route, suggesting that if the latter course was adopted the Council should authorise a committee to inspect snme and deoide as to the route to be selected before the work was set out for contract.
After discussion it was the opinion of the Council that the better course to be taken to supply Grecndale would be if possible to include that district in the Malvern water race area; and on condition of the Oourtenay Road Board granting a sum of £IOO towards the works, it was that Mr Dobson be instructed to take the neoes?ary preliminary steps without delay, and the Council would supplement the Board's gr nt by a like sum. The reports of the engineer to the Malvern waterrace and the report of the waterrace committee were read and approved. Slaughter-house licenses were grauted to sundry applicants. Messrs Dobson forwarded plans and estimate for an extension of the HororaU water race on the south road. The cost would be £9O.
Mr ilathiss thought these small contracts might be arranged for by the resident engineer without referring them to Messrs Dobson.
The Chairman said the plans, &o. s had been furnished at his instance, aa he thought he was following the wish of the Council, pnd there were considerable difficulties of construction to be get over.
Mr Peryman, in pursuance of a notioa of motion in reference to further extensions of the same race, spoke as to the necessity aid feasibility of the work. He proposed that tenders should be called for at once, and tho work proceeded with as soon as passible.
Mr F. Jones scoonded the motion, understanding that the sum to be expended by tee Council should not exceed £2C3, and that the R&kaia Road Buard contribute an equal turn. Mr Westenra said that the Road Bwd were quite willing to contribute, the amount aaraed if its route was made to suit the requirements of the looality. The motion was carried. Mr Darrook's letter was referred to the water race committee.
Accounts to the amount of £4OB 13s lid were passed for payment. Mr Matthiaß reported that a large number of applications had been received for the post of caretaker of the Hororata water race. The committee submitted eleven names to_ the Council, out or whioh number Mr HI. Wilson was appointed. The Oounoil then adjourned.
