[REUTER'S TELBGBAMS.I MELBOURNE, August 22. The conference of the two Houses of Parliament on the Licenses Qualifying Bill met to day, but has now broken up, and the Assembly has the measure again under discussion.

The wound inflicted by O'Farrell upon Archbishop Goold is very slight. O'Farrell was brought up at the Police Court this afternoon, and remanded to Friday next. SYDNEY, August 22.

The New South Wales Parliament was opened to-day by the Governor, Lord Augustus Loftus. His Excellency's speech on the occasion stated that special business necessitated a meeting of Parliament at the present time. It announced that measures would be introduced during the session dealing with the following questions;—Local Government, Land Laws, Consolidation and Conversion of Public Securities, Criminal Law, Mining, Forests, Titles to Property, and the Adulteration of Food. His Excellency congratulated the colony on the satisfactory state of the revenue, the success of the Licensing Act, and the progress of railway extension. The speech further alluded to the question of water conservation throughout the colony, to works proceeding for the metropolitan water supply, and to the measures adopted for the improvement of the city of Sydney. A meeting of the Opposition members of Parliament was held this evening, at which the policy of Government, as foreshadowed in the Governor's speech, was discussed. It was thought probable that Mr Alexander Stuart will be elected leader of the Opposition, and that the party is consolidating.
