Apfaies in Egypt; are hardening into some sort of a settled form, and we can now gain some idea of the responsibilities that England is likely to find itself under, and the special difficulties with which it will have to contend. As far .as the Suez Canal is. concerned, there seems a general concensus of opinion among the Great Powers that a European control shall, for the.present, at all events, be applied to it. As to the question of the re-establishment of order in Egypt, that will be left to. the part of England, assisted in some manner by Turkey. As to the heartiness of-the support of the latter theze may be a question. It seems pretty certain that the Porte has all along coquetted, more or less., with Arabi Pasha; indeed/the Saltan has vacillated Bnd finessed to such an extent that probably he hardly knows how he stands. If all is trne that is. told as to the manner in which the Sultan conducts the business of the Empire, there need bo no wonder at this. He is the motive power which moves every spring. The work he gets through is something enormous, but the machine is delayed, and does not run smoothly, simply because even every trifle has to. -be referred to bead-quarters. With a ruler so overwhelmed with work, and with all an Oriental's love for double-dealing, there can be no surprise that -affairs have become a little mixed. It will be no easy matter for England to keep within bounds this intriguing spirit. But at all events, she can work with greater ease than she could if she were joined with France in the occupation. The i onsent of Turkey to aid England has given the latter a point d'appui on which to rest. It is not now a question of an outside nation interfering violently with the internal affairs of another one, but of an interested power aiding a suzerain in restoring order in one of his dependencies.
