Dr. Mkhzieb, it was agreed that it is expedient that the introduction of salmon ova should be resumed and continued. The Government assented to the motion. BILLS. The Nelson College Aot, 1858, Amendment Bill, was read a seoond time; and the Dog Registration Act, 1858, Amendment Bill, a third time. The following local Bills were passed through committee with trifling amendments : —Bluff Harbor Foreshore Reclamation Bill; Dunedin Southern Market Reserves Leasing Bill; Timaru Harbor Board Bill and Timaru High Sohool Act Amendment Bill. In eommittee on the Lyttelton Harbor Board Bill, an amendment was crried making the number of Government nomineeß one instead of two, and giving a representative to the borough of St. Albans. In committee on the Dunedin Harbor I Board Empowering Bill, Mr Fish proposed a new olause, to provide that not more than half the amount raised should be expended on the Upper Harbor until vessels of 23 feet draught could cross the bar. Mr Weight opposed any further expenditure on the Upper Harbor, and the discussion proceeded until time for the Chairman to report the Bills already passed had arrived. On the Speaker resuming the chair, Mr Fish opposed Mr Wright's motion that the amendment in the Lyttelton Harbor Board Bill snould be considered next week, and moved that they be considered two months hence. He was speaking when the Speaker left the chair for the dinner adjournment. EVENING SITTING. The Houte resumed at 7.30. BBOIECTION OP TELEGRAMS BILL. Mr Fbldwick moved the recommittal of the Protection of Telegrams Bill, in order to strike out the proviso inserted on the motion of Mr Ivess in clause 2, at an early hour in the morning, and by a small majority. He was advised that the proviso would "render the Bill not only useless, but actually misohievous and dangerous. Messrs Turnbull, Ivess, Joyce, and Fetrie, opposed the recommittal, aud Messrs Evans Brown and Fyke snpported the recommittal. On a division, the recommittal was carried by 37 to 24. In Committee, Mr Fbldwick moved—- ! "That the proviso in olause 2 be struck out." ! Mr Ttjbnbuli, moved that the Chairman ; do leave the chair, • Negatived on the voioes. Messrs Ivess, Fetrie, Joyce, Turnbull, Seddon, Moss, Trimble and others opposed the motion, and Messrs Fyke, Conolly. Whitaker and others supported it. On a division, after three hours' discussion e in Committee, the proviso was struck out by 1 27 to 22.
