DRAINAGE BOARD.
The usual fortnightly meeting ol this body was held yesterday at 2.30 p.m. Present— Messrs L. Harper (chairman), W. Vincent, J. E. Parker, W. H. Hubbard, A. Aehworth, A. Dunbar, S. Manning, and Dr. Doyle. The Chairman thought it wan time to see about sending up the petition re (ho Amended Drainage Bill to the House of Eepieoentatives. Upwards of 10CD signatures had been obtained, representing the greater part of the rateable property of the district, and that he had seen Mr Thomson, who had promised to take charge of the Bill in the Loiter House. Iu reply to a question, the Chairmen said Mr Thomson was in favor of the Bill, and would do all in his power to facilitate its passage through the House. It was moved by Mr J. B. Parlor, or.i seconded by Mr S. iuar.ning— '■' That the Ohriatchuroh District Drainage Bill be placed in the care of Mr Thomson." This was carried unanimously. The engineer's report was then read, ard its olauses discussed seriatim. lii dealt principally with matters of detail, vi;s.—(l) Provision for getting rid of stagnant water in the Heath cote district. (2) Bt filling in ditch on the road between Pendalton and Papanui, and providing another outlet for the water. (3) Be drain near M pairs Moor, Burt, and Spooners at Knights town. (4) Extension of time to Mr McNa.Tiara ro his oontiaot. (5) Toons' compensation. (6) Strengthening bridge on Kelly's road. (7) Deepening main drain near Bhodes' swamp. (8) Be filling up part of creek near Spensley's, Ferry road. (9) To instruct that Cutaway's communication with the main sewer bo disconnected. (10) Be pipes choked up by action of City Council employes at cornar of St, Asaph street. (11) Be similar action by Heathcote Boad Board employe: at junction of Armagh street east and Stanmore roed. (12) Satisfactory reports of contracts in progress. (13) Twelve chains of pipes to be taken up and relaid in vicinity of Windmill road. Clause 1 was passed; consideration of clause 2 deferred ; clause 3 referred to works committee and engineer; clause 4 passed; clause 5 deferred : clauses 6,7, and 9 passed ; clause 8 referred to engineer; clause 10 referred to City Council j clause 12 referred to Heathcote Boad Board. The other clauses were passed. Mr Parker asked the enginesr if he had seen s letter in the newspapers about the size of the traps. Mr Bell said the traps were sufficient. If any eand or coal-ash was put into the trap with a syphon bend it could not get into the sewer. He supposed the writer did not wish to pay for cleaning his trap. They ehould be cleaned about once in three weeks, or else, i? left longer, the decomposing gases would life up the trap lids and thus escape. The clerk to the Selwyn County Council wrote, calling attention to the state of the culvert across the Kiccarton roud, near the Hospital. Beferred to Selwyn County Council, dieclaiming liability. The Spreydon Boad Board wrote, acknowledging receipt of letter, with tracing, re diverting the water ooming into the Lincoln road from the Lunatic Aeylum grounds into the Heathcote, stating that it objected to the drain in question being taken along the road, stating further that it should be taken through the Asylum grounds. Messrs Herman and Stevens also wrote in reply on the same, stating that they should prefer the proposed drain not being taken through Kr Lyttelton's land, stating that the land is baeed to Mr Torrance, and that, in the event of the work being carried out as propoecd, they should claim compensation. Consideration deferred. The Secretary of the Canterbury Freehold Land Association wrote, calling attention to the bad state of a drain running through rural section 593, requesting that it be cleared out. Beferred to the Inspector. Mr E. W. Turton wrote, asking if the Board would let him a piece oil land at the back of bis section, which was a covered-in drain. Tho request was declined. Mr F. G. P. Leaoh wrote, stating that his buggy and harness had been damaged to the extent of JBIS, by his horse shying at a lot of casks of cement near the railway gates, South belt, Gasworks road, on whioh no light had been placed ; that his buggy was capsized. Beferred to the contractor for explanation. TWV E, Dempsey wrote, calling attention to the defective state of tho drainage in the vicinity of bio residence in Aikraan's road. Beferred to the St. Alb£.ns Borough Council. Messrs Garrick and Gowliahaw wrote, advising the Board that they had perused the contract between the Board and Mr Persons, and that they were of opinicn that the claisn cannot be sustained by Mr Parsons. Mr W. Moor called attention to the state of a drain on Mr J. Mann'a property, slating that owing to its not being cleaned out, ea arranged by the Board, consequently the water is backing up and overflowing the land, Beferred to the Engineer. Mr W. Attwood wrote in reply, slating that the occupiers of part B.S. 1146 were willing to put the Board in possession of s.»aie iov a drain as early as possible, and withdrawing his application for another drain at the b?ck of the said section. Beferred to engineer to report upon. 'iha works committee's report was nest read, as under:— 1. "With regard to the mattsr referred to the oominittee of the advisability of filling up the creek in London street, Bingslard, and turning the water into the new sewer, they would recommend that this be dose, and tliat the private drains at present connected with the creek be connected by the Board with the sewer, the cost to be deducted out c' the amount appropriated for the drainage of Bingsland. 2. The committee thick it would be an unnecessary expense to lay a lite of pipes in Montreal street, from Mazeldean road to the South Belt, as requested by the Sydenham Borongh Council. 3. With respect to the complaint by the Sydenham Borough Council of the defective drainage of the neighborhood of Battersea street, the committee are still ef opinion that the works recommended by the engineer is his report of September st'j, 188 L, for the relief of this place, should be carried out. 4. With reference to the state of Jackson's road between Cashel street and the Drain road, complained of by Messrs Dears.ey and others, the committee recommend that notice hi served on several of the owners of property adjoining to remove all obstruction placed by them in the creek ; when this is done the creek should bo deepened from the outlet. 5. The committee have not come to suny decision relative to the drainage of Lin wood, tut would advise that the engineer be requested to lay kis plans already prepared providing for this on the table. 6. Tho committee recommend that tho TRiccarton and Avon boundary drain, 'complained cf by Messrs Munroe and Stews.ri a 3 tot being Butricient to carry the drainage, be widened from the Biver Styx to where previously dona. 7. The committee have accepted the tender of James Shalvey for widenir? Toan's drain from Church road to Dudley creek. Ke olause 5, the Engineer reported stating that the streets had been laid off without due regard to drainage. On the suggestion of Mr Dunbar, the matter was deferred till the Heathcote Boad Board sent a commurication on the matter. Clauses 1,4, 8, and 7, wero agreed to. The report as amended was then adopted. Mr Vincent naoved, Mr Manning seconded, and it was resolved—" That the engineer be authorised to prepare plana and call for tenders for constructing the sewer from east town belt to Colombo street." The finance statement showed an amount of £2829 4j lOd, whioh was passed for payment. The meeting then adjourned.
