[reuter's telegram.] MELBOURNE, June 19.
It has transpired that informal negotiations have been opened betwoen the supporters of the Government and Mr Francis, with a view to an understanding being arrived at in regard to the Budget proposals. An interview is known to have taken place between Mr Francis and Sir Bryon O'Loghleu in reference to the position of affairs.
