BOARD OF EDUCATION.

The usual fortnightly meeting of the North Canterbury Board of Education was held yesterday at 3 p.m. at its offices, the Normal school. Present —Messrs H. B. Webb (in the chair), H. W. Peryman, G. Booth, A. H. Cunningham, H. J. Tancred, S. 0. Parr. The business transacted by the chairman since the last meeting of the Board was submitted and approved. The Bev. C. Eraser explained the circumstances attending Mr Moatalk’s French class at the Normal school, stating that prior to Mr Malcolm's appointment as principal a French class wag in existence, and that gentleman was therefore free from any blame in the matter.

The Board concurrsd in the opinion expressed. Mr Farr having called attention to an application from the Amberley school committee, for certain repair* to the aide school, was informed that tho matter bad been attended to.

Mrs Curnow wrote thanking the Board for its expression of sympathy with her in her bereavement.

Tho Chairman having read an application from Mrs Moore ro the delivery of a course of four lectures ou nursing, it was resolved on the motion of the Rev. O. Fraser—“ That Mrs Moore be allowed to deliver the leo lures, and that the other schools bo asked to allow the elder female scholars aad teachers to attend.”

The recently appointed inspector (Rev. J. Gumming) wrote, advising tho Board that ho hod recently been thrown from his chaise, and sustained such injuries as to necessitate con finement to his house.

The Rev. O. Fraser called attention to tho increase of larrikiuism in Christchurch and its vicinity, requesting permission to move without notice a resolution to the effect — “ That with a view of overtaking the growing neglect two or more industrial schools be established.” Mr H. J, Tanored thought the subject too important to be hastily dealt with ; and as other members concurred, Rev. O. Fraser would yield the point, and merely give notice of m.tion. Tenders from Messrs Goring and Parkes and Cooper Brothers for repairs and alteraA tions to Richmond school, and the master's house at Springburn, were respectively acoepted. Plans for additions to Stoke school, eatail ing an expenditure of £316 10j, were submitted and ordered to be referred to the architect for explanation. It was agreed that tenders be called for the erection of class rooms and lavatories at Bt. Albans school. Tho chairman of the Malvern school committee having written respecting the mailership of that school, and also criticised tho action of the Board in refusing to appoint the candidate recommanded by the committee, a long discussion ensued, and it wis resolved —“That the Board adhere to its former decision.” A motion to tho effect “that the appointment of Mr R. P. Pole as master be confirmed," being negatived. Tae Rev. G. Wilkes and the chairman of

the' Lower Heathoote school committee having written making charges against each other, it was resolved—“ That the inspector be instructed to inspect the Lower Heathoote school register as speedily as possible, and that till then all further action in the matter be suspended.” An application from George Petrie, a pupil teacher at Oxford, asking to be allowed to enter the Normal School Training Department in July, 1883, having passed ell his examinations, was referred to tho chairman to grant, provided the Oxford school committee raised no objection. Tho resignation of Mies M. A. Wells as pupil teacher at the East Christchurch school, consequent npon her appointment to Loburn school, was accepted, and Miss Julia Gilling was appointed in her stead. A letter having bean read from Mr Just respecting his salary, it was agreed “ that tho former decision of the Board be adhered to."

An application from Phillipstown for increased school accommodation was then submitted. Mr Farr spoke strongly of tho need of increased accommodation, the schoolroom being so crowded, and it was determined to take steps to secure, if possible, the use ol tho Congregational Church till funds for building purposes were available. A communication from Wellington was read, stating that the Governor would be memorialised to appoint a Royal Commission to investigate the Lower Heathcote school matter without delay. A letter from the Railway Department was next read, stating that railway tickets available for teachers on Saturdays for fonr months at £1 each were now ready for issue. CertaiM accounts incurred In connection with the East Christchurch school were referred to the chairman of the Board, authorising the payment of same if Mr Inglis acquiesced. , Tenders for repair*, Ac., to the West Melton and Halkett schools were opened, and that of Mr A. Tweedy accepted, as also tenders for repairs, &0., to Lower Heathcote school, when that of Mr E. Hughes was preferred.

After the transaction of some routine buMneoi, the Board adjourned.
