In tho Chamber of Deputies to-day, Signor Mancini, Minister of Foreign Affairs, declared, in a speech which he made with reference to the state of affairs in Egypt, that his Government would absolutely refuse to assent to armed intervention by England and Franco in that country. ALEXANDRIA, June 13. Mr 0. A. Oookson, British Consul at this city, who was seriously wounded during the disturbances which occurred on the 10th inst., is improving in health. The Imperial Turkish Commission is still negotiating with the national party with a view to effect a settlement of the political crisis. Arabi Pasha at present remains master of the situation. He has, however, during the interviews with Dervish Pasha, promised the latter that he will obey the commands of the Khedive, and maintain order among the Naiives. The Khedive, accompanied by the Chief of the Turkish Commission (Dervish Pasha), has left Cairo for the city.
