In the House of Lords, this afternoon, a Bill for legalising the marriage with a deceased wife's sister was rejected by a majority of four. LONDON, June 13.

The homeward mails via Naples, which left Melbourne by the Orient steamship Cuzco, May Ist, were delivered here to-day. Consols are unchanged at 100 a. New Zealand Five Per Cent. 10.40 loan, reremains at and Five Per Cent. 1889 Loan at 106; Four and a Half Per Cent., 1879-1904 Loan has declined to 103. The market rate of discount has advanced from 21 to 24 per cent. The Bank rate is 3 per cent. Adelaide and New Zealand wheat is quoted at 51s ex store. Adelaide flour, ex warehouse, has advanced Is per 280 lbs, and is now quoted at 345. Australian tallow, best beef, 43s 6d ; best mutton, 44s 6d. At the wool auction to-day, 9800 bales were catalogued. The demand continues active, and the prices firm. ST. PETERSBURG, June 12.

It is announced that Count Totstoi, Minister of Public Instruction, has been appointed Minister of Interior vice General Count Ignatieff, resigned.

Further particulars which have transpired regarding the rocent outbreak in this city show definitely that it arose through a Maltese stabbing an Arab soldier of the Egyptian army, who was maltreating the Greek Consul. It is also now known that tho loss of life was much greater than was at first supposed, and, according to the most authentic accounts, sixty-seven Europeans were killed during the disturbance.
