LYTTELTON BOROUGH COUNCIL.
A special mooting of the abov» Council took place on Monday night. Present—Councillors Reed (in the chair), Smith, Chalmers, Webb, Grubb, Weyburne, Macdonald, Stinson. Leave of absence was granted to Or. Garfo-th. Cr. Webb moved notice of motion standing in his name re diversion of Jackson and Ticehurst roads. The motion simply meant to authorise the Council to transfer to and from Mr O. Lee certain portions of the roads mentioned. Cr. Grubb seconded. Aftor considerable discussion, owing to a misunderstanding as to boundaries, the matter was postponed for a month. —Tho ordinary meeting then took phice. The minutes of the last meeting were read and confirmed. Receipts since last meeting were reported bb £276 3s 4d. Correspondence was read from the Colonial Secretary, stating that £143 had been credited to tho borough on account of oharitable aid. From Harman and Stevens, requesting Council's approval of certain roads on rural section in Dampier's Bay. The Council considered tho letter as an application to take the roads over. It was decided that the Council could not take the roads over until they were properly formed. When that was done the Oounoil would favorably consider an application to take then? over. From W. S. Wilstend, requesting the Council's patronage at an entortainment in aid of tho funds of the friendly societies' dispensary. It was decided that the Council could not entertain the application. From D. Mclntyre, calling attention to a dangerous part of Godley Quay. It was decided to refer the matter to the works committee, with power to aot. From Mrs R. Knowles, thanking the Council for remitting her rates. Accounts to the amount of £149 17s 2d were passed for payment. The foreman of works' report was read and approved. The Inspeotor of Nuisances' report was read. It reported upon the necessity of having a proper system of pans. At present all sorts of utensils were being used, and great nnisanoes were caused thereby. It also reported upon a nuisanoo caused by a cowshed at the back of St. David street. Re this, it was resolved that the inspector request the nuisance to bo abated. If not done at once, proceedings to be taken. Re pans, it was decided to obtain information, and bring the matter up again. Tho engineer at the pumping station reported everything in good order. Several necessary repairs had been executed. It waß decided to purchase a portable forgo for tho use of the pumping station. Cr. Btinflon proposed that £lO be voted to the Fire Brigade, Cr. Smith seconded, and the motion was carried. Cr. Chalmers mentioned a small piece of land on Simeon Quay which had been granted to the Council, but had never been oonvcyed, and moved that a conveyance be exeouled. Cr. Weyburne seconded, and it was carried. Cr. Reed then moved notice of motion standing in his name in reference to a statement of the amount expended on the different roads in the town, especially with reference to Dampier's Bay, being laid upon the table. Cr. Webb seconded. The olerk laid upon the table a statement showing that during the past six years above one-fifth of the total amount expended uoon roads had boea expendnd upon Dampier's Bay roads. Cr. Chalmers made some remarks with reference to the wharfage and railway oharges crippling the coartal shipping trade, and suggested that the Council should co-operate with the Chamber of Commeroo in the matter. After considerable discussion it was decided to allow the matter to stand over until next meeting.
