ROAD BOARDS.

HEATHCOTE. The above Board met on Friday last at 10 a, m. Present—Messrs. F. Jones (chairman), J. 8. Monck, E. J. T. Ford, R. Brown, and W. Attwood, Re pound—lt was unanimously received to cancel the poundkoopor’s agreement, as he has not complied with the conditions under whioh it was let. Re tramway— It was resolved “ That if the Tramway Company allow the centre of the road to get out of repair the chairman is authorised to call upon them to repair it at once, and failing their doing so ho is to have it done at their expense. Mr T, Fisher waited on the Board re river road, and it was decided to allow him three months to clear off all obstructions. The receipts were reported to bo £lO2 9s lid. The following correspondence was read and dealt with. From Mr W. Aylward, ro levels of Ferry road contract. 1 he clerk to supply them. From Mr W. MoNeill and others, asking for footpath on the East side of street from Cashel to Gordon street. To be inspected and reported on. From chief surveyor re proposed stoppage of road. The clerk to reply. From Mrs Braokonridga re water flooding Per land. The clerk to write to the Drainage Board. From St. Albans Borough Council, asking if they could obtain any screenings for footpaths The clerk to reply that there are none to upare at present. From Mr N. Collier re footpath in Nursery road. Deferred. From Local Board of Health, asking tho Board to apnoint delegates to attend a conference on the proposed amendment to Bill. The chairman and Mr Attwood were appointed. From Mr L. A. Bray ro road at St. Martin’s. To be informed that tho Board cannot do anything at present. From Mr S, Frisk, re pipes across Rooky Point road. Tho foreman to inspeot and report. From Mr R. J. Loughnan, re filling in drain. Tho chairman was requested to again boo him on tho subject. From Mr T. Martin and thirteen others, re state of Bamford’s road. Deferred to next meeting. From Mr Garrard and twentythree ethers, asking for two gas lamps in Gloucester street east. The chairman and Mr A’ctwood to inspect and report. From tho Tramway Company, calling attention to tho road between Ollivicr’s and Bnsor’a roads being too high in places. Attended to. After passing accounts for £BO3 8s 7d, the Board adjourned, LINCOLN, The monthly meeting was hold in the district office, Probbleton, on Monday. June sth. Present—All the members ; Mr Paryman in the chair. Mr Anderson interviewed the Board re drain, Ellesmere road. Mr Anderson was informed that the contract was let for cleansing same. The clerk to get contractor to expedite the work. Mr Zimmerman applied for compensation for damage to bis property through overflow from Dawson’s Creek; Board had no funds for that purpose. Mr Harding attended complaining that tho Board having led the storm water to a ditch through his farm it was doing him considerable damage. The clerk to have the ditch deepened. Corioipondonoo was read—From Messrs. J. Wills, M. Watson, J. Mehrtens, and J. Haydon, re drainage. Clerk to attend to it. From Mr Topham and Dr. Preston, re more waterway on Lincoln and Probbleton road. Overseer to have a concrete culvert erected in place of the pipe culvert. From Mr Townehend, applying to have portion of Halswell road formed. Agreed to. From Messrs Sutton and other ratepayers, requesting the Board to enlarge the drain from Dawson’s Creek to Moffat’s bridge, offering to contribute £3l 10s toward* the work. Clerk to report by next Board day. From Fredk. Holmes, asking for an extension of timo to complete his contract. Resolved—■ That a fortnight s extension bo granted. Several letters were received from ratepayers offering to rent by-roads through their property, tho Board agreeing to accept the same. Tenders were opened for a concrete culvert on 3olwyn road, and one accepted. The clerk’s report having been considered, pipe culverts wore ordered to be put in at Prebbloton and Lincoln, Solwyn, and Shand’s roads. The Colonial Secretary’s circular was considered, and the following answers given : Iso. 1, No, No. 2, No; only on petition of majority of ratepayers. No. 3—No; notinecessarily. No. 4 —Yes ; so that one-third or portion should, like tho members of Education Boards and Road Boards, retire annually. No. 6—Only on petition of majority of ratepayers. No. 7—No. No. 8 —No increased powers at present. No. 0 No more than already provided for. No, 10 —Yes; all. No, 11—Yea; a portion retires every year. The present Road Board Ordinance makes ample provision for this. No. 12—No. No. 13—No ; by ballot under Local Elections Act. No. 14—The rates should be struck on the lotting value of tho land, as at present, and most certainly not on tho capital value. No. 15 —Not suitable. No. 16—Ho Counties Bill. The County Councils should not havo tho power of electing two members to tho Harbor Board Trust, as now provided. They should be elected by the ratepayers direct. SOUTH RAKAIA. Tho usual monthly meeting of this Board was hold on Thursday, June Ist. Present — Messrs O. N. Mackie (chairman), D. G. Holmes, L White, and W. L. Allan. It was reported that the cost of levelling crossings and culverts and repairs to water races, was estimated at £250. It was reoolvod that the reoolution referring to crossings and culverts be forwarded to the County Council. Messrs Holmes and Loughrey wrote, giving their opinion as to the Board’s liability in tho matter of fencing tho gravel pits. Tho clerk was instructed to inform Messrs Holmes and Loughrey, in the matter of the letter from Jackson’s solicitor, that the Board will put up ouo-half of the boundary f m.co. A petition was presented from the residents in the village soitlemont, asking to have a footpath formed to New Town. The petition was received. The Oommiesioner of Crown Lands wrote, informing the Board that tho sum of £l6 13s Id had been paid into the Board’s account, being proceeds of the sale of buildings at Sodtowr. The County Council wrote that Griffin, the contractor, is now at work shingling at the culverts over the water-races. A circular was received from tho Hon. tho Colonial Treasurer, enclosing questions relative to local government. The consideration of the questions was deferred till next meeting of tho Board. Tho following tenders for work wore accepted—Reforming and repairs P?r chain to Acton’s road, P. Clifford, 17s 6d ; Cemetery road, do 7s; continuation of Railway road, £32 12s, P. Clifford ; Collins’ road, A. Betts, 5a per chain. A resolution was carried to the effect that Mr Makeig, the clerk, receive one month's notice of the termination of his engagement with the Board with a view to a new agreement, the redeffinement of his duties and the re-adjust-ment of his salary. An amendment moved by Mr L. White, end seconded by Mr W. L. Allan—“ That tho clerk receive the usual notice of the termination of his agreement with the Board with a view to tho embodiment of the offices of clerk, surveyor and overseer in one, and that applications bo advertised for the appointment, was put and lost. Accounts to tho amount of £l5B 7s 2d wore passed for payment, and tho 1 Board adjourned.
