DUNEDIN'S DIFFICULTY.

The new engineer to the Harbor Board, Mr Barr, reported to-day as to works he considered moat advisable to effect a permanent improvement on the bar, if dredging is not found to keep the channel sufficiently clear. He believes that a training wall, coating about £85,000, would unquestionably effect the desired end. The following resolution was then carried : " In tho event of a Bill passing through Parliament to enable the Harbor Beard to borrow £300,000, that £IOO,OOO be devoted to carrying out works at tho heads, if tho operations of the dredge are not sufficient, and any necessary works in tho lower harbor." Mr Barr also reported on the upper harbor works, estimating that to dredge the Victoria Channel 16ft deep, construct wharves, and carry out reclamation, &0., would coat £173,782. Tho Board agreed to consider this report at a special meeting.
