Following tho example of Auckland, Tsrsnaki, Canterbury and Otago, the Nelson, Marlborough, and Westland members met in caucus this morning to discuss the position of those districts iu respect to tho propjsed loan, and its expenditure on public works. After some preliminary talk of a conversational character, the meeting deckled to adjourn until next Monday, in order that full information on the question might be obtained in the interval. The adjourned moating of goldfield mem bars was held this morning, when the subcommittees reported the result of their labors bo far. Tho purport of their report was that the rub-committees plan did not appear convenient or likely to work well, Bo it v.'.io recommended that frech arrangements should bo made, various al'.creative plana having been suggested and negatived. It was ultimately agreed to adjourn until to-morrow, so that seme feasible programme of operation might be devised in the meantime. bir O. Grey’s Constitution Amendment Bill, which is just circulated, simply provides for tho reference to a plebiscite of any measure passed by one branch of the Legislature but rejected by tho other. The gellant Colonel Trimble acquitted himself very efficiently in that capacity last session, and bis re-election, oa being proposed, was at once carried nem. con. Mr Foldwick’s Protection of Telegrams Bill is just circulated. It protects Press teiop.rfn.na from placea outside Now Zealand for thirty-six hours after the publication ; provided that auch period shall not extend beyond forty-eight hours from the time of tho receipt of such message ; and the publication of tho whole, or any part of such telegram, or of the substance thereof, or, excepting the publication of any similar message in like manner sent from the same place, of the intelligence therein contained, or any comment upon, or reference to such intelligence shall be deemed to be the publication of tho same. Penalties (amount not ■pocifiad) to be imposed for infringement of copyright. Simultaneous publications in one or moire papers not to give a right to copy without permission. This has been an exceedingly dull day in the Lower House. Ooutraxy to expectation the West Coast Peace Preservation Bill got through committee with little difficulty, the Government having overwhelming majorities in every dirision. Major Atkinson, however, ■till continued too ill to attempt tho delivery of the Financial Statement, which accordingly stands postponed, as X intimated last night waa almost inevitable. The Opposition now seen determined to make no pronounced move until the three elections for the vacant seats are over, when they will be hotter able to judge tLcir strength.
