Mr MacDonald, Premier of Canada, has announced that during tho recess the Dominion Parliament Ministry will endeavor to negotiate commercial treaties with France and Spain, with the approval of the Imperial Government. The Irish Judges disapprove of the proposal of Government to empower a Commission of three Judges to try criminal charges without assistance by jury in the districts in Ireland where ordinary law is powerless to repress crime.
