KAIAPOI BOROUGH COUNCIL.
The fortnightly m :eting of this Oounoil was hold on Tuesday evening. Present—The Mayor (Mr Smith), Ors. Pinching, Parnham, Feldwiek, Woodford, Moore, and Stanton. Letters were read—From Mr W. Wilson, stating that Mr Alexander had informed him the Oounoil were objeoting to his title to certain streets, or to give their oonsent to them, when the Council in 1877 had approved of the same. Or. Pinohing moved —" That the lottor be acknowledged, and Mr Wilson be informed that the Council, with respect to taking over or sanctioning the making of streets, cannot depart from the provisions of the Munioipal Corporations Act." Or. Eeldwiok seconded the motion, whioh was agreed to. From Treasury, forwarding sums of 15s and 30a for fines. The olerk reported oertain repairs to embankments and olearing of Bide channels. As the landholders were clearing drains through Honey's land, he had, with the approval of councillors, assisted the work. Attention was drawn to stage ant water in right-of-way between Gallagher, May and Oo.'s store and the Pier Hotel, and the draining of houseslops into side channels. It was resolved that the attention of the inspector of nuisances be called to the matter. Mr Linklater applied for additional salary for lighting two extra lamps. Referred to the lighting oommittee. The chairman finance committee reported the reooipts for the fortnight to bo £6 12s, the present overdraft £lO9 12s. Accounts, £29 lis lOd, were passed, Or. Woodford opposing the item for ooininission collecting the reserves rent, whioh he said he should always oppose. Or. Woodford pointed out that the Orange Society's hall was used for entertainments, and ought to bo licensed. The Mayor reported that he had oonferred with Mr Isaac Wilson, M.H.R., upon the matters of the bridge, the reserve, and the domain and other questions requiring attention on the part of the Government. It would not be possible to use the cemetery reserve as a recreation reserve, but it might I ba planted, and kept as a shingle reserve and for any other purpose. Cr. Moore pointed out the advantages of this reserve for depositing night soil upon. Or. Feldwiek rsferrod to a dangerous deep side drain in Jones streot; A tender for clearing Ohoka drain at 2s per chain was accepted. A tender of Is lid to clean the Akaroa street drain being considered too high was declined, and the work agreed to be done by day labor. Mr H. Revell attended, and asked the Council to fill a hole at the end of Baven street, from which gravel had been carted. The Oounoil decided to erect a notice board forbidding persons removing the gravel. Mr Revell wished to know the mind of the Council on
the necessity for eroding a bridge connecting Riven street with Eaven stroet north and Cambridge terrace. He wished the O^" 1 ' to say whether it would give a third of the cost if the remaining two-thirds was rftl ?? d by public subscription and a vote from the Mandeville Road Board. On the motion of Or. Pinching, seconded by Cr. Moore, it was decided that till an estimate of the oost was given tho Council was not prepared to S ire a A special meeting of the Counoil was held, ; at which the annual accounts, amounting to £1462 Us 3d, were passed, having been duly audited.
