CANTERBURY LICENSED VICTUALLERS' ASSOCIATION.

Last evening, at eight o’clock, a special general meeting was held in the Empire Hotel. Present —Mr Richardson, president, in the chair ; Mr Allen, vico-pr;sident; Mr Keane, treasurer; and Messrs Knowsloy, Q-odso, and Coker, committee. There were thirty-four members present. Mr Loughrey attended at the president’s request. The President explained that the meeting was called on account of the difficulty of coming to an unanimous opinion regarding the renewal of licenses. Several legal opinions had been taken, many differing from each other, but most agreeing that it was not necessary to make further application than on the day of the meeting of licensing oommis sioners. A chairman of a licensing committee had privately stated that ho thought it was not necessary to do more. The Act, the chairman added, was self-contradictory, and the lawyers differed. At the request of the meeting, Mr Loughrey [gave it as his opinion that the stipulations of clause 56 should be carried out in their entirety, and that it was necessary to have ten householders’ signatures attached to their application. Messrs Knowsley, Kiddey, Barlow, Keane, Morton, Hiorns, Ooker, and Collier addressed the meeting. Mr Kiddy proposed the following motion, which was seconded by Mr Mullins, and carried without a dissentient voice : —“ That all present licensees must apply for a renewal of their licenses as provided in the now Act, clauses 56 and 78." The Chairman pointed out that the adoption of the motion really was tantamount to following up the recommendations of the committee. Mr Loughrey suggested that applications should be made under clausa 78, but applicants should take the precaution of taking their licenses in their pocket, and he prepared to fulfil the conditions of clause 56. The proceedings concluded with votes of thanks to Mr Loughrey aod the chairman.
