SELWYN COUNTY COUNCIL.

The ordinary monthly meeting of the Selwyn County Council was held this morning at ten o'clock. Pr- eat -Mr Ji. J. Lee (chairman), Messrs Mathias, Enys, McMillan, YVesieura, Peryman, Duulop and Jones. The Chairman said—l have receiyed a letter from the Colonial Secretary stating that the alteration in the boundaries, between tho Avon and Riccartoa districts recently agreed upon involves so material a change from thai originally contempl ted that it is necessary that fresh patitiuns should be made by the ratepayers. A l«tter has been received from the Akaroa County Council (in reply to my inquiry for farther information as to their proposal to lower the water in the lagoons at Ahu-iri) stating that fall particulars will be Eent after communicating with the Little River Road Board. A- r*quested at last meeting I have written to Mr Mcllraith in reference to obtaining a supply of water from the Biver Hawkins where it runs through his property, and his reply will be laid on the table. The clerk to the Rakaia Hoad Board has set.t in a report on the repairs required to the Buff bridge, and tenders for painting it hive been r :ceiv?d this morning. The Halswell and Avon Koad Boards ask for payment of the amounts recently voted for drainage works and clearing the Styx, £65 and .£Borespectively. 1 he HeathI cote Road Board hare sent in in application for a grant in aid of works necessitated by lowering the Ferry road. The Ellesmere_ Road Board have written, asking for information as to their j irisdiction over th 9 tramway reserves in the district. Letters from Mr Palmer and the chief surveyor will be placed before you, also the usual report of the overseer. In the absence cf the engineer there is no report on the but the last contract is about computed. The question of erecting iron ia place of timber bridges at Melmore's and Fendaltoi road was loft to the Riccarton Boad Board. They have decided to proceed with a timber bridge at the former place, and tenders will be received in a few days. They have invited designs for an iron bridge at Fendalton, which will be submitted at the next meeting of the Council. The monthly report of the inspector of slaughterhouses will be laid before you, alto several applications for licen es. It will be necessary to hold a special meeting during the month of May for the purpose of considering the annual balancesheet and accounts in accordance w th tho Act. I have received a letter from Mr H. J. Hall, offering to pro-ide five gas lamps for the Riocartoa°road if tho Council will take then over and keep them lighted. With reference to the boundaries betwoen the Avon and Kiecarton districts, tho Council did not consider that any very material altoratious had been made in them, and the chairman wan instrncted to write to the Government on tho subject. , , The Chairmaa read a letter from the Akaroa County Council, stating that the Ahuriri lagoons being below low-water mark of Lake Eila;mere, were not in any Road Board district, »nd promising further information a'tr communiciting with tho Little River Road Board. Mr Mcilraith's letter with reference to the Greendale wat=r supply was rend. ; It was resolved to instruct Mr Dobson to the locality and report npon it. i he Chairman reported th -t he had authorised the employment of day labor for the small work required in connection with the Bluff bridge.

The Chairman said he had informed Mr Palmer that the present arrangements for Bnrnham were only temporary, and had_ expressed a hope that eventually his request might he complied with. Is was reported by the Chairman that the Valvern Water-race was now in debt to the amount of .£3ll 7s Id, against which was to be p!aced sums yet to be collected on account of water supply amounting to ,£hso, leaving a balance to the credit of about .£2OO. Mr tfnya proposed ~" That as there is no fund available for completing the water works through West Melton, the Courtenay Koad Board be a9ked to contribute £2OO towards the wok." The motion was seconded by Mr McMillan, and carried. The report of the Inspector of Slaughterhouses wbb read and approved, and several applications for licenses were granted. Silt was resolved that the special meeting for May be held on the 3:st of that month. 'J he offer of Mr H. J. Hall to provide five gas lamps for that portion of the Kiccarton road ranning through the Park was read and considered. Mr Dunlop said the cost of lighting would bo .£3 10s a year for each lamp. It wa3 not safe for females to walk along this road at night, and it was dangerous for vehicles. It would coat abaut £2OO to lay down the main. Ho thought the offer of Mr Hall Bhonld bo accepted. After some discussion the following resolution was carried—" That this Conneil undertake the lighting and maintenance of five lamps on the Kiccarton road, on condition that the Eiccarton residents provide the lamps and the gas main.' The Council he'd a special meeting at 12 o'clock, far the purpose of considering the proposed by-laws for the Hororata water raco. In the absence of Mr Dob-on, the engineer, it was resolved to adjourn the meeting until the next general meeting. Accounts were passed for payment to the amount of £371. The Council then adjourned.
