The Marquis of Huntly, for whose apprehension a warrant was issued in January last on a charge of defrauding a money-lender, and who was supposed to have absconded to Russia, has returned to England and surrendered himself to the police. The Markets. Consols remain at 101-g-. New Zoaland securities remain at the following quotations : —Five per cent. 10-40 Loan, 104; Five percent. 1889 Loan, 104£; Four and a-half per cent. 1879-1904, Loan, 103. The market rate of discount has further declined to per cent. The Bank rate is 4 per cent. The market for colonial breadstnffs is quiet, but prices are steady at the following quotations Adelaide wheat, ex warehouse, 535; Now Zealand ditto, 495, and Adelaide flour, ex store, 375. Australian tallow —Best heef, 395; best mutton, 445; the market is dull. At the wool sale to-day 9990 bales were offered, and good demand was experienced. Good wools generally are quiet and easier. Now South Wales greasy is about Id higher than last sales. Scoured inferior and faulty wools of all kinds, and that of irregular crossbreds are quieter. LONDON, March 22. Prince Leopold.

The message addressed by the Queen to Parliament, asking that provision should be made for Prince Leopold upon his approaching marriage was tabled in both Houses to-day. The debate on the message will take place to-morrow in the House of Commons. Mr Labouchere has announced his intention of opposing the Queen's message. A Dastardly Act.

An attempt was made this evening to destroy the offices of the detective department in Dublin with a quantity of explosive material which had been placed near. The offices were fired, and much damage done to the building. No loss of life was occasioned, although there were several persons in the building at the time of tho explosion.
