'Vernon Harcourt, Home Secretary, in which her Majesty states that she has been greatly touched by the enthusiastic loyalty, affection, and devotion to her person, as shown by the congratulations upon her escape from the recent attempt upon her life. Her Majesty tenders her heartiest and warmest thanks to the highest and to the humblest of her subjects, and states that she will continue in unceasing efforts to uphold the honor and glory of her dear country, and maintain the prosperity and happiness of her people.
