Severe Fighting in HerzegovinaTelegrams are to hand announcing that severe and general fighting is proceeding throughout Herzegovina between the insurgents and the Austrian troops. Several encounters have taken place, resulting in the defeat of the insurgents, large numbers of whom are now in great distress and homelss. One thousand destitute refugee insurgents have fled from the scene of hostilities, and have forcibly entered Montenegro to obtain goods and shelter. LONDON, February 27. The Lords and CommonsAt a meeting of the Liberal members to-day, to consider the action of the House of Lords in appointing a committee to inquire into the working of the Irish Land Act, Mr Gladstone declared that he would not allow anything to be done to impair the provisions of that measure. The meeting expressed its unanimous approval of the Premier's decision.
