Lord Algernon Percy has been elected unopposed for Westminster in the House of Commons, in the room of Mr Oharles Russell, a Conservative, who retired. February 11. It is expected that, should the Controllers-G-eneral withdraw, Earl Granville will ocoepfc a Conference on Egyptian affairs, if AngloFrench interests are secured. In the House of Commons notice has been given of many amendments on the proposal for the adoption of the elotare. The tone of the debate on the address in reply to the Queen's speech in the House of Commons indioates an undoubted improvement in the oonditiou of Ireland. The House manifested a better feeling towards the Parnellite party, who seem to be oowed. February IS. Several towns on the Herzegovinian frontier have been captured and fortified by the insurgents. The intended intercession by the British Government on behalf of the Jews in Southern Bussia has been met by a Russian declaration that such intervention will not be permitted. Sir Michael Oosta, a well-known musical composer, Bight Hon. O. Tilliers, member for Wolverhampton, and the Earl of Wilton are reported to be in an unsatisfactory state of health. The relations between Russia and Austria are strained in oonsequenoe of the Panslav agitations. The Porte has issued instructions to the Khedive to maintain the status quo in respect to the engagements entered into with other powers. The steamer Ganges which Bailed from Melbourne on the 10th Deoember last with a small shipment of live stock, consisting of cattle and sheep, has arrived at Deptford. The stock are reported to be in splendid condition. A woman named Furnioux has been arrestpd in Birmingham for having obtained £20,000 by means of fraud and forgery. She personated Lord Arthur Pelham Clinton.

["asb" specials. 1 LONDON, February 14. The new Ministry of Egypt is exhibiting strong national proclivities, and desires the removing of restrictions hitherto considered necessary. It is now announced as probable that early action will be taken by them for the establishment of freedom of the press in Bgypt. Concessions have been obtained from the Persian Government by a Frenoh company for the purpose of constructing a railway from Teheran, the capital, situated seventy miles south of Eishd, a seaport of the Caspian, in the Persian province, to Ghelan, a distance of about 130 milss. The insurgents in Bosnia are displaying great activity, and collisions with the Austrian troops are of frequent ooourrenoe. The Austrian Government has dispatohed _ large reinforcements in order to crush the insurrection, but military operations are much hampered by the severity of the weather. The sufferings of the troops from severe cold ere declared to be of the most painful iegcxiption.
