Gladstone will on Monday next, 20 th, introduce in the House of Commons a motion, of which he gave notice last week, for the adoption of new rules to govern the procedure of Parliament, including cloture. The Markets. Consols have further advanced to IOOt. The total reserve in the Bank of England is £11,750,000. The Bank rate of discount remains at 6 per cent. The market rale has declined to SJ. New Zealand securities are unchanged; 5 per cent. 10-40 loan, 104 J; 5 per cent. 1889 loan, 104; per cent. 1879-1904 loan, 991, ex div. Adelaide wheat, ex warehouse, remains at 555. New Zealand ditto, 525. Adelaide flour, ex store, 425. Australian Tallow—Best beef, 425; best mutton, *Bs. Home Eule. In the House of Commons to-day, Mr Gladstone took occasion to deny that his recent speech during the debate on Mr Smythes motion for the establishment of Home Rule for Ireland, was intended as an incitement to the Irish to continue their agitation for Home Rule, and added that ho was not prepared to give selfgovernment to Ireland in a greater degree than to England or Scotland. Colliery Explosion. Intelligence is to hand that a disastrous explosion has occurred at Arendon colliery, at Durham. As far as was known, fully seventy minors have lost their lives, but the full extent of the mortality has not yet transpired. CONSTANTINOPLE, February 16. The Outrage on British Officers. Intelligence has been received of the arrest of the assailants of Commanders Selby and Greenfield at Ortaki Bay by the Turkish authorities.
CAIRO, February 16. Sign of Progress. The Assembly of Notables, at the instigation of Government, has passed a resolution deciding upon the total abolition of slavery in Egypt. NEW YORK, February 16. Wheat and Cotton Speculators. A semi-panic, occasioned by numerous mercantile failures in the wheat and cotton trades during the past few days, has occurred on the Stock Exchange here.
