[beuter's telegrams.] NEW YORK, February 16. In his speech to the Chamber of Commerce yesterday, Sir Henry Parkes, in glowing terms, depicted the resources of Australia, and said that he predicted that in a few years tHe Australian colonies would be a vast empire, and one possessing great power.
