Ladies and gentlemen,—Under the new Licensing Act you are called upon to e’eot Five Members iu each subdistrict to form the Licensing Committee, and I ask you to do me the honor of Returning me as one of the Members for ycur district. Except a desire to assist, so far as lies in my power, in conserving the interests of the community In the matier of the administration of the Licensing Laws, I have no purpose to serve by coming forward on this occasion. lam not identified or connected in any way with the rigid temperance advocates for abolishing licensed houses, nor on the other hand with the Licensed Victuallers’ interest. If elected, I shall, without bias on either side, fearlessly and independently en. deavor to the best of my ability to discharge the functions devolving upon a member of the Committee. I venture to think that my experience of the best licensing systems of America, England, and on the Continent, gained during a considerable course of travel, will be of value as enabling much needed improvements to be suggested which must conduce to the comfort and convenience of the public generally.
