DRAINAGE BOARD.

Monday, Fbbettaby 13. The usual sitting of the Drainage Board was held at 2.30 p.m. Present —Messrs. L. Harper (ohairman), Vincent, Jones, Manning, Hubbard, Aahwortb, and Dr. Doyle. A letter was read from Mr White apologising for his absence on the ground of ill-health. It was resolved—" That the recommendation of the engineer to pay over to tho Heathcote Boad Board £BO for the repairs of Buckley's road be adopted, the £BO to ba paid on condition that no further claim be made on the Drainage Board re Buckley's road." Mr Jones said, respecting the question of laying pipes under the culverts on the New Brighton road, that he would give notice of motion bb follows :—" Tha 1 -. culverts crossing Toads whioh are sufficient for the purpose of the Drainage Board should be kept in repair by the local bodies, bud if such culverts are not sufficient to carry tho drainage the Board will build a sufficient culvert at their own expense, but the duty of maintaining such culverts in repair shall become a liability of the local bodies; tkmt the Drainage Board should keep in order the water courses throughout their whole length; the local bodies to maintain all culverts and bridges ; the Board also to dean out the water courses under oulverts and bridges." Mr Manning moved —" That the Board lay the pipes which they have promised to ■upply." TMV Jones seconded the motion.

Mr Hubbard objeoted to the motion being put at the present meeting. The motion was put and lost. A request for compensation to the amiunt of £7 10s, for damage to a horse falling through into a gully at the corner of the Perry and Ollivier's roads, was refused. With respect to the drainage of Lower Belwyn street it was decided to postpone the question until after the reoeipt of the report of the finance committee on the financial condition of the Board. The calling of tenders for drainage in the Papanui district, dealing with the complaint of Mr Kruse and others, was deferred similarly. The recommendation of the engineer as to increase of pay to the inspector of connections with the main sewer was also postponed. The following correspondence was read : From the Sydenham Borough Council, calling the attention of the Board to the flooded stato of Colombo road and the streets abutting thereon. From the St. Albans Sorough Council, forwarding a resolution passed at a recent meeting, requesting the Drainage Board to fence or cover in the drains and creek on the Edgware and Shirley roads, near Mr Diokenson's property. From Mr JS. J. T. Ford, calling attention to a nuisance existing near Opawa, caused by the clearings of the river Heathoote. From Mr H. J. Boss, complaining of the action of the men engaged in olearing the Avon, who were depositing their rubbish, &?., in his garden. From Mr W. H. Cooper, asking for a license to connect with the sewers. 3?rom Mr Knight, calling the "attention of the Board to the bad state of the flood gates on the lower Avon. From Messrs Hopkins and Co., asking for compensation to the amount of £25 for damage done to their yards and paddocks by laying pipes through the same. From Mr 8. Edwards, asking permission to open a ditch into the [river Heathoote from JB.S. 549. From Mr 8. Papprill, calling attention to the unprotected state of the man holes of the drains, whereby his daughter had fallen down one a distance of twelve feet and •eriously injured herself. The Board, therefore, should pay the doctor's bill. The correspondence was dealt with as follows : —The consideration of the letter from the Sydenham Borough Council was postponed, the compliance therewith involving expense. With regard to the letter from the Bt. Albans Council, it was resolved to refer the matter back to the Borough Council, the Drainage Board considering it a matter for their dealing with. The engineer stated that the complaints of Messrs Boss and Ford had been attended to. With respect to Mr Cooper's application for a license, it was resolved togrant the request. Mr Knight's letter regarding floodgates was referred to the engineer for report, as was also the letter of Messrs Hopkins and Co., asking for compensation. The request of Mr Stanley Edwards was referred to the engineer. With regard to Mr Papprill's letter, it was decided to reply that the Board would deduot the amount of the doctor's bill from the payment of the contractor.

In reply to Mr Jones, The Engineer stated that with respect to the appointment of an engineer to take charge of the pumping engines, he had communicated with the Government, and obtained permission for Mr Oroll, the Government Inspector of Machinery, to examine applicants for the position as to their capabilities. Mr Oroll was, however, on the West Coast, and lie (the Engineer) had deferred advertising for offers until Mr Oroll returned.

The action of tho engineer was approved

A letter was read Irom the engineer as to the penalties incurred by Mr Parsons, the contractor for tho pumping Btation. He pointed out that there had been very great and unforeseen difficulties to be contended "with by the contractor, who was twenty-two weeks beyond his time. Besides this there were several additional works which had been ordered to be carried out for which he thought the contractor ought to be allowed three months and a half. This would only leave ■even weeks' penalty at £SO per week, to be paid by the contractor if the Board thought proper to exaol it. Mr Vincent moved—" That the penalty incurred by the contractor be remitted." Mr Hubbard seconded the motion, whioh wm agreed to, Aooounts to the amount of £4822 123 7d were passed for payment. The name of Mr Vincent was added to the finance committee, on the motion of Mr Jones.

Mr Pillow waited on the Board with reference to the filling up of a portion of Jackson's Creek.

The Board decided that they could not grant the request. The Board then adjourned.
