Except a desire to assist, so far as lies in my power, in conserving the interests of the community in the matter of the administration of the Licensing Laws, I have no purpose to serve by c- nrng forward on this occasion. lam not identified or connected in any way with the rigid temperance advocates for abolishing licensed houses, nor oa the other hand with the Licensed Victuallers' interest. If elected, I shall, without bias oa either side, fearlessly and independently endeavor to the best of my ability to discharge the functions devolving upon a member o£ the Committee. Whilst on the one hand jealously guarding the interest cf the public, X shall also be prepared, impartially and fairly, to consider on their merits all applications which may come before the Committee, I believe that, though the Increase in our midst of more drinking-shops cannot but be regarded as an unmitigated evil, well conducted hotels, under rigid supervision, are a convenience to the community. I venture to think that my experience of the best licensing systems of America, England, and on the Continent, gained during a considerable course of travel, will be of value as enabling much needed improvements to be suggested which must conduce to the crmfoit and convenience of the public generally.
