[“age” specials.J LONDON, January 31. A very uneasy feeling exists in the Austrian army now operating in the insurgent provinces. Many of the troops sympathise strongly with the Slav rising, and object to fight against their fellow nationalists. The Dalmatians are deserting from the army in large numbers. There is great excitement at Berlin owing to the alleged assistance given by the Eussian insurgents in Bosnia and Herzegovina against the Austrian Government. It is believed at the Vatican that the negotiations of Prince Bismarck with the Italian Government to enable the Pope to remain at Borne are not likely to succeed. A delegation from Turkey has visited Vienna, and been received by OountjKalnoky, the Austrian Foreign Minister. The delegates assured him that the relations between the two countries were most excellent, and that Turkey had no suspicions of any hostile designs on the part of her neighbor. They altogether disbelieved the designs that had been frequently attributed to Austria of oontemplating an advance upon Salonioa. The Caspian Sea has been visited by a tremendous gale. At the mouth of the Volga, in the Province of Astrakhan, the force of the wind did an immense amount of damage. The fishing boats were scattered In all directions, numbers of them being destroyed and many lives were lost, no less than 600 fishermen being reported as missing. The wind storm that swept over a large part of Bussia has wrought great destruction overey where. Moscow experienced the full force of the gale. Houses were wrecked, steeples blown down, and a vast amount of property destroyed, A fire broke out at the office of the New York “ Times,” shortly before the paper went to press. The flames gained ground so rapidly that the inmates had great difficulty in escaping, some scores of them being burnt, a large number fatally so. The insurrectionary movement in Bosnia, Herzegovina, and Dalmatia has produced very strained relations between Austria and Bussia. Austria accuses Bussia of intriguing to stir up a general Panslavio movement, the object of which is to shake off Austrian sovereignity and form an independent state under Russian protection. Sir Miohael Costa, the eminent composer, and for many years conductor of the Eoyal Italian Opera, London, is dangerously ill. His medical advisers consider his recovery doubtful.
A largely attended meeting was held at the Mansion House to consider what steps should be taken on behalf of the Bussian Jews, who are treated with every sort of violence and oppression by the populace. A number of prominent public men were present, and on the motion of Cardinal Manning and Canon Farrar, a resolution was carried requesting the Government to use its friendly influence with Russia in favor of the persecuted race. Tho insurrection which recently broke out in the Yemen district, South-West Arabia, is spreading, notwithstanding the defeat which the insurgents lately sustained. New York has been visited by snow storms of almost unparalleled duration and violence. The enow wa > so deep on the ground that traffic of every kind was altogether impeded, and business was completely suspended. An attempt was made to upset an express train near Canterbury, by tearing up some sleepers on the line It was, however, discovered in time, and a fatal accident prevented. Towards the latter end of December intelligence was received that the Arctic exploring party despatched by Mr J. Q. Bennett in the Jeannette had been discovered on the coast of East Siberia. Tho crow abandoned the ship iu three boats, two of which arrived safely, but grave fears were felt as to the fate of the third. Intelligence lately received renders it probable that Lieutenant Delons, tho commander of the Jeannette, and bis companions reached Melville Island at the extreme of lb' North American continent, and hopes are now entertained that they will be saved. The Russian Government has decided to reduce the Customs duties on imports. Great excitement has been caused throughout Russia by tho intelligence of enormous frauds having been discovered in the Customs department in that country. From investigations that have been made it has been ascertained that defalcations exist to the amount of 70,000,000 roubles, nearly £10,000,000. Her Majesty Queen Olga of Greece has been safely delivered of a son.
Russia is making groat warlike preparations with the evident design of interfering in the complications that have arisen in Eastern Europe. Large bodies of troops are being massed in the South, where they are held in readiness tor immediate action. It is rumored that with a view of strengthening its position in a war with Austria that now seems imminent, Russia has concluded a secret treaty with Roumania. Great indignation has been caused among the Austrian troops operating in Bosnia and Herzegovina at the barbarities practised by the insurgents upon prisoners that fall iuto their hands. Some soldiers wore found to have been shockingly mutilated. The Now York Chamber of Commerce has decided to give a public entertainment to Sir Henry Parkes, the New South Wales PremierArrangements have been made for a banquet*
[which will take place on his arrival at New York. The Rev, Mr Maokonohie, rector o£ St, Albans Church, London, against whom legal proceedings have for some time past been instituted in connection with Ritualistic practices in his church, has appealed against the decision pronounced upon him. In the Law Courts the appeal has been decided in his favour.
A petition has been forwarded to the Imperial Government requesting that an annuity may be granted to the relations of the late celebrated explorer, Lsichardt, on account of the valuable services rendered to science by the deceased.
Great alarm is felt as to the prospects of the rice crops in Mysore, Southern India. It is feared that they will be a failure, and there are grave apprehensions of a famine. A largo dye works factory at Liversgate, a town in the West Riding of Yorkshire, has been completely consumed by fire. The estimated damage is £20,000. There has been a terrible explosion of a coal mine in the state of Virginia. Twentytwo miners were killed.
Ayoub Khan, the defeated rival of the Ameer of Afghanistan, has since his expulsion from Persia taken refuge with the Turcomans. Ho has endeavored to incite them to attack Afghanistan, but up to the present without much success.
An attempt has been made to asssiinate Prince Nikita, the ruler of Montenegro. He was shot at, but fortunately escaped without any injury. Intelligence from Natal states that fighting has again broken out in Zululand among the rival chiefs, whose dissensions have been promoted by Boer intrigues, A telegram appears in the“ Times ” stating that Russian troops are occupying Merv, the principal town in tan. This announcement has occasioned much comment, especially in view of the recent assurance given by the Russian Government that there was no intention to tako any such steps. The serutin de liste, or system of voting by departments, has been submitted by the Ministry in the Italian Chamber of Deputies, and, after an animated discussion, has been adopted by the Legislature. An Irish iproperty defence fund has been established under the auspices of Lord Mayor of London, and has now reached the sum of £30,000.
The Viceroy of India, Lard Bipon, has appointed a Royal Commission to investigate the condition of education within the Indian Empire, and to report upon the means best calculated to promote the efficiency of the system,
