rEETJTEB'S TELEOBAMB.] LONDON, February 7. Opening of ParliamentMembers of both Houses met to-day, when the new session of Parliament was opened by Royal Commission. The Queen's speech was read by the Lord Chancellor. The following is a summary °f it :—The approaching marriage of Prince Leopold with Princess Helen of Waldeck was formally announced, and the relations of Great Britain with foreign powers are stated to continue cordial and harmonious. Reference was made to the cession of Thessaly by Turkey to Greece having been honorably executed. Her Majesty will use her influence to maintain the status quo in Egypt in a spirit favorable to good government and to the prudent development of the institutions of the country. The restoration of peace beyond the north-west frontier, and the internally plentiful seasons which have been experienced and the increase of revenue, had enabled the resumption of public works in India. Confidence is expressed that the Transvaal Convention will work favorably, though hostilities have been resumed in Basutoland, and the affairs in that country were still unsettled. Negociations with France in regard to the Commercial Treaty will be continued at an early date. The commerce of the country was improving, and the mildness of the season was favorable to farming, and the prospects of trade generally were hopeful. The state of affairs in Ireland had improved, and crime was diminishing. The special powers provided for the suppression of disorder in Ireland had been largely employed. The speech makes no allusion to the question of reform of Parliamentary procedure, but Bills as announced in the forecast already telegraphed will be introduced during the session. The Markets. Consols have advanced to 100*. New Zealand securities are unchanged. The wheat market is quiet. Adelaide wheat, ex warehouse, is quoted at 56a, being an advance of Is. New Zealand wheat is unchanged at 535. Adelaide flour, ex store, 425. The market for Australian tallow is firm. Best beef, 425; best mutton, 48s. Best Scotch pig iron has advanced 2a per ton, No, 1, f.o.b. in Clyde, being quoted at 525. Galvanised iron, 26in. guage, £lB 15s. Best Sydney copra has advanced to £ls 10s per ton. CAIRO, February 7. Interesting l . It has transpired that the new Ministry has definitely approved of the organic law recently demanded by the Notables, by which that Chamber shall be allowed to vote on the Budget. It is further known that the Cabinet has laid it views before the Khedive, and that his HighBess has declared that the law is consonant with international ebligations.
