Conspirators and their DesertsThe " Daily News " to-day publishes a telegram from India stating that a serious conspiracy has been discovered in the independent Native State of Nepaul. The Maharajah has caused eight of his notables to be arrested, and twenty-one of his officers who were proved to have taken part in the conspiracy have been summarily executed. PARIS, January 20. Political, la tho Chamber of Deputies last night the Bill introduced by M. Gainbetta providing for the revision of the Constitution of the Senate and the rearrangement of its electoral system and its powers came up for discussion. After some debate it was decided that the measure should be referred to a committee. The Chamber then proceeded to the election of the latter, with the result that a committee was chosen composed of the Deputies whoso pronounced opinions have been hostile to M. Gambetta's measure of reform. VD3NNA, January 20. An OutbreakTelegrams have been received announcing that actual hostilities have now commenced between the Austrian troops and insurgents in Herzegovina. Fighting has already taken place at several places, but no engagement of any serious character is as yet reported as having occurred. A certain recent action on the part of the Turkish Consul at Ragnsa, the seat of the Dalmatian rising, having teen reported to the Austrian Government, tho latter, it is announced, has sent a strong protest to the Porte on tho subject, complaining of the attitude which has been assumed by tho Turkish consul in favor of the Dalmatian insurgents.
