On GuardAt the quarterly meeting of the Licensed "Victuallers' Association it was decided not to interfere in the working of the Licensing Act, but to accept moderates who were prepared to administer the Act fairly. Accident. A lad named Dickson picked up a dynamite fusee, and whilst playing with it it exploded, shattering his hand. Election PetitionMr W. F. Buokland has petitioned against the return of Major Harris for Franklin North. Acclimatisation Item. Two cases of Californian quail have been received from the Quarantine Station per s.s. Zealandia, for the Auckland Acclimatisation Society. NEW PLYMOUTH, January 14. The Breakwater. The consulting engineer, Thomson, in his report on New Plymouth harbor, says that the breakwater is finished for a length of 405 ft.; the work has been well and carefully done, and has stood without any perceptible sinking. An estimate of the cost of the work done from Bth December to 7th January shows a very favorable result. Fifty-four lineal feet of breakwater have been constructed, containing 1069 yards of concrete, oosting 25s 10}d per yard. In the block yard there are 205 yard* of extra blocks, costing 18s 2*. d per yard, and 227 yards of stone in the quarry, costing Is lOd. The resident engineer, Mr Rhind, forwards a report, which is very satisfactory, and bears out all Mr Thomson has stated. TIMARU, January 14. Heavy SwellA very heavy swell commenced to roll into the roadstead yesterday afternoon, and has oontinued and slightly increased since. At high water the waves broke over the mole in considerable volumes, but no damage was done, and the wharf remained dry. Shipping work oontinued under the lee of the breakwater quite oomfortably. There has been no wind here. The weather is dull, and there was slight rain early this morning. The HarvestThe crops in South Canterbury are not expected to yield high this season. Dry spells at wrong times have diminished the growth and shrivelled the filling grain. The great diversities existing in different parts of the distriot make it difficult to form a general estimate. Some parts had no laok of rain, whilst others were burned up at times. Legal. The District Court opens on Monday. The oases chiefly relate to bankruptcies. In one case the Borough Council is sued for £2O damages for injuries received by a person through driving over the face of an unprotected cutting. There is one case of appeal from the Resident Magistrate's decision in a sly grog selling case at Waimate. DUNEDIN, January 14. New MinisterThe Presbyterian Synod have accepted the application of the Rev. Mr Maxwell, Congregationalist minister, to join their Church. The dividend to ministers for the year from the sustentation fund is £213 13s lid.
