A movement is on foot among the Jews resident in London for the formation of an association having for its object the vindication and protection of their fellow-oountry-men who have been subjeoted to persecution in Russia and Germany. The matter has been taken up warmly by [some of the most influential Jews, and funds are flowing in freely. A gunboat employed in guarding the coast of County Mayo, Ireland, was attacked by a party of men, who fired upon it. They were repulsed by the crew, and the ringleaders in the affair have been arrested. Intelligence has been received from India of a rising among the lawless Afghan tribes in the vicinity of Bolan Pass, in Southern Afghanistan. They attacked some of the military stationed there, and the British troops whioh had been withdrawn towards Quet-tah are now marching to their relief. During the past year the debt of the United States has increased by £12,500,000. For some years previously the debt, which stands ab about £420,000,000, has been steadily decreasing. The well-known firm of Oharriot and Company, of Bordeaux, has been declared bankrupt, the liabilities being estimated at 15,000,000 francs (£625,000). In consequence of some of the surrounding circumstances it is probable that legal proceedings will be taken.
The appointment of Aohmet Ourabi Bey as Under- Seoretary for War to the Egyptian Government has exoited much comment, but it is generally regarded as the closing scene of the recent military incident. Ourabi was the the ohief instigator of the mutinies in the Egyptian army on the 10th of February and 9th of September last year, and is considered by the army and populaoe as a national loader. It is rumored that Achmet Ourabi Bey has refused to accept the position, but the statement, however, requires confirmation. The Kenghes, the nomadio inhabitants of an extensive region in Central Asia, situated between Orenburg and Eastern Turkestan, whioh was reoently recaptured by the Chinese, have risen in revolt, in oonsequence of the ill-treatment whioh they have been subjected to. They have massacred the people in a number of Chinese villages, committing fearful atrocities. The troops were despatched against them, but were attacked and defeated, and the rebellion is now assuming serious proportions. Following up the indication reoently given by the Pope of the unbearable nature of his position as a oaptive in the Yatioan, it is now declared that every arrangement has been made for the sudden departure of Hi* Ho!j-
nes, from Rome, for some time past the subjeot of a British representative in the Vatican, has been under consideration. Becently Mr Erring ton was despatched as an informal envoy to confer on certain points. A strong desire was expressed on the part of the Vatican that a permanent representative of Great Britain should be appointed. The state of the health of the British troops maintained in Natal is reported to be very bad. An enterio disease has broken out amongst them, and has spread to snoh an extent as to cause serious alarm. The situation of affairs in the Transvaal is becoming critical. The "Volksraadt have granted a monopoly of the diamond fields within their territory to a Mr Benjamin. The diggers engaged on the fields are highly indignant, and protest against this aotion, but the Boers of the distriot sympathise with it. An outbreak is regarded as imminent. The eleotric light has been introduced into Vienna for the purpose of lighting the principal streets. A portion of this city has been thus illuminated, and the result is considered so satisfactory that it is probable the system will be extended.
A terrible catastrophe is reported to have occurred at Oskaloose, in the United States. A number of boys were practising shooting at a target in the vieinity of a powder magazine near the town, and by some means, probably as supposed by the mildirection of a shot entering the plaoe, the magazine, which contained several hundred kegs of powder, exploded. The shook was terrific, and the boys who were the cause of the disaster were killed, and the town itself was wrecked. Many buildings were absolutely destroyed, and several persons were injured, the shock being felt with great foroe a very considerable distance from the aotual scene of the explosion. The fund established under the presidency of _ the Lord Mayor of London for the assistance of landlords who are placed in distressed circumstances through the refusal of their tenants in Ireland to pay rent has reached £12,0000. Strong symptoms of the revival of the Bepublican feeling are being manifested in Spain. In Madrid great excitement has been caused by the issue of a Republican manifesto, calling upon the Spanish people to expel the Royal family, and follow the example of Franco in establishing a Republic. At the festival held by the Communists in Paris in celebration of Blanquin on of their old leaders, serious rioting \'.cr place, owing to the intervention of the polioe. The mob was extremely disorderly, and the police, who were attacked, fired upon the crowd, and twenty persons were wounded.' Garibaldi, the celebrated Italian patriot, has met with an accident. He was driving in his carriage via Madelina to Borne, when the vehicle upset. Garibaldi waa thrown out, and was severely bruised, but wu not otherwise seriously injured, though some fears are entertained that the shook may prove dangerous. The latest intelligence received from India concerning the condition of Afghanistan, is of a satisfactory oharacter. The Ameer is consolidating his authority, and opposition to his rule appears to be subsiding. The Afghans generally are reported to be quiet.
