[_Br Telbsbaph.J [Per t.t. Alhambra, at the Bluff.J LONDON, December 6. The statement that M. Boustan, ConsulGeneral for France at Tunis, and Minister Besident under the new treaty, had been superseded in consequence of the unsatisfactory condition of affairs in that country, has been officially denied. The rumor arose in consequence of a visit of M. Boustan to Paris to confer with the Ministers, but he will shortly return to his post. A difficulty has arisen between the German Government and the Porte. A German captain was seized in Turkey, and detained for some time, and he now demands through the German Government £6OOO compensation for the outrage. The Porte demurs to paying this amount as being exorbitant. Another murder is reported from Ireland. A farmer at Athlone, a town on the borders of the counties of Westmeath and Eosoommon, has been brutally murdered, it is supposed, at the instigation of the Land League. Terrible storms have been raging in the Atlantic during the last few days, and it is feared that a number of ships will be lost. Sixteen steamers are overdue at New York, and great fears are entertained for their safety. The police authorities in Ireland have issued circulars offering rewards for secret information which may lead to the arrest of persons guilty of acts of sedition. This step has been taken in pursuance of the determination of the Government to use the moat strenuous efforts to suppress the state of terrorism established in Ireland by the numerous outrages committed at the instigation of the Land League. A memorial has been presented to the Home Secretary, praying that her Majesty might be moved to commute the severe sentences on persons recently convicted of bribery and corrupt practices in connection with the elections at Macclesfield and Sandwich.

The Russian Government at St, Petersburg has received a memorial from the Governor of Eastern Siberia, urging that immigration to that province should be encouraged. It is pointed out that much misconception exists concerning the severity of the climate, and an assurance is given that persons removing there will be able to establish comfortable homes. The main object, however, of this proposal is that the infiox of Chinese into the province may be checked, as it is assuming proportions which are considered to constitute serious danger. The Governor request* that in furtherance of the object, a grant in aid of immigration may be given. During the excitement of the election contests rioting took place in Londonderry. Feeling ran high between the opposing parties, and several persons were injured, and one was shot. The police had much difficulty in suppressing the disturbance. The London press commenting on the result of the Londonderry election, express great gratification at the victory of the Solicitor-General. The conduct of Sir S. Wilson, the Conservative candidate, in coquetting with the Land League is condemned, and notwithstanding the aid given him by his new allies, is regarded as inflicting a crushing blow on the League, and showing a desire on the part of the people of Ireland to give a fair trial to the new remedial legislation.

Great alarm is felt among the vinegrowers of Spain at the progress of phylloxera. In Catalonia it has been spreading rapidly, and has caused great destruction among the Tines. Attention is being directed to the distressing state of affairs in Armenia, owing to the continued postponement by the Turkish Government of long promised reforms in the government of that province. Settled government has ceased to exist, and the province is in a condition of utter anarchy. Earl Dufferin, British Ambassador to Constantinople, has been instructed to make a strong representation on the subject to the Forte.
