LYTTELTON HARBOR BOARD.

A special meeting of the Harbor Board was held at 2 80 p.m. yesterday. Present—Messrs Harman (in the chair), Sawtell, Allan, Cunningham, Wright, the Mayor of Lyttelton and the Mayor of St. Albans. The object of the meeting was to confirm the by-laws already published. Mr E. G. Wright moved "That the by-laws as laid before the Board be adopted." Mr Cunningham seconded the motion. The Mayor of St. Albans moved—“ That in all cases where minimum quantity was mentioned it should be one ton —viz., on grain, fascines and split house blocks.” The motion was seconded and carried. Mr Sawtell proposed—“ That under the head of * ordinary merchandise, &0., 2s,’ the charge be reduced to Is 6d. It was pointed out to Mr Sawtell that the question had bees very fully discussed, and_ it had been agreed to retain the old price of 2s. Mr Sawtell, under these circumstances, withdrew his motion. The motion for confirmation of the by-laws as amended was then put and carried, the day of coming into force of the by-law being fixed for the 2nd January next. The Chairman said :—Our meeting is called to-day specially to adopt the by-laws for reducing our harbor and wharfage charges. The by-laws have been carefully drawn up and examined by our solicitor, Mr Nalder. A cablegram was received by our secretary on the 12th inst„ in reply to his of November 30th. Messrs Bell and Miller state that the owners of the Pampero had decided to send her to Swansea for repairs, and that it is not known if the caisson is damaged. I have to report that Mr Murray Aynsley has resigned his seat on this Board, and steps are being taken to hold an election in Lyttelton to fill the vacancy thus caused. I lay on the table a report from Professor Biokerten of the result of the analysis of the two samples cf yellow ochre submitted to him by order of the Board in September last. The draft deed of conveyance of the site for a sailors’ home on Norwich quay has been received through our solicitor, who reports it to be drawn in accordance with the provisions of the Special Powers and Contracts Act of last session, proposing to vest it in the Board under certain conditions. He however points out a discrepancy in the description of the land in the Act, and to which it will bo necessary to draw the Government’s attention. The Board, however, may in the meantime signify their approval of the deed. Accounts to the amount of £123 15s Id wore passed for payment. The Mayor of St. Albans moved—" That the Board approve of the draft deed of conveyance submitted to them to-day, whereby the Government propose to vest the site for a Sailors’ Home on Norwich quay, Lyttelton, in terms of the Special Powers and Contracts Act, 1881. The Board, however, desired to draw the attention of the Government to an apparent error in the Aot respecting the description of the land it is proposed to convey to the Board.” Mr Allan seconded the motion, which was agreed to. Mr Cunningham suggested that a committee should be appointed to ascertain what steps should be taken with regard to the establishment of the Sailors’ Home in Lyttelton.

Mr Allan moved—“ That a sub-committee, comprising the chairman, Messrs Peacock, Allwright, Turner, and Cunningham, be appointed to consider and report to the Board as to the best method of establishing a Sailors’ Home in Lyttelton.’’ The Mayor of Lyttelton said he would prefer his name being left out. Several members pointed out that it was highly necessary for the Mayor of Lyttelton to remain on the committee.

Mr Allwright consented to allow his name :o remain.

Mr Sawtell seconded the motion, which was agreed to.
