[retjtee's telegrams.] LONDON, December 12. Shipping. Arrived—Ship Portland, from Timaru Wool. The fourth series of wool sales closed to-day. The total quantity sold was 120,000 bales. 10,000 bales were held over for next series. Fair competition was experienced at the closing sale. December 13. Defence Association. A large and important meeting was held to-day at the Mansion Honse, when an influential committee was formed for the purpose of raising money for the defence of property in Ireland. PARIS, December 13. The New Ambassador. It is announced that Chambord has been appointed to succeed General Chanzy, as French Ambassador to the Russian Court. The French Treaty. In accordance with the understanding arrived at last month between Sir Charles Dilke, M. Gambetta, and M. Rorvier, formal negotiations have been opened here between the French and English delegates, with a view to the conclusion of a commercial treaty. Sir C. Dilke, the British Foreign TJnder-aecretay, is not, however, present at the parleying which is now proceeding.
