Farther despatches which have been published regarding Peru and Chili show that Mr Blaine, the Secretary of State, announces that his Government has sent an envoy to the Chilian President, asking him to explain his action of last month in arresting Signor Caldoron, President of Peru, and deporting him to Santiago.
