ARRIVAL OF THE ’FRISCO MAIL.

The sailing of the steamer was postponed till the date of leaving on account of the snow bound trains on the Central Pacific railroad. The Jews are fleeing from Russian and German persecution, and finding their way in numbers to America: 160 arrived on the 15nh, mostly agricultural and strong hardy men. A now form of distemper is prevailing among the horses in New York, puzzling octennarians, and many are dying despite the utmost care. The constitution of the Gorman Reichstag by the recent election is nine Conservatives, two of the Centre party, sixteen National Liberals, fourteen sessionisfs Liberals, twentythree Progressists, five of the party of the people, thirteen Socialists, and four Particulurists.

The Empress of Russia is enceinte, and will probably bo confined in May. The ceremony of her coronation will therefore be hastened.

Permanent officials who hitherto managed the Department of Worship have already resigned, and others are expected to follow.

The Secretary of the American Legation in London has by letter thanked the Common Council of that city for saluting the United States flag on Lord Mayor’s Day. The population of the United Kingdom is finally determined by last year’s census at 50.155,783. Lawson, the proprietor of the London “Daily Telegraph ” has bought the Duke of Westminster’s Cleveland Estate for £200,000. The British ship Edith Lome has been totally wrecked on the Columbia bar. The vessel had been loaded at Portland with 23,000 centals of wheat, valued at 44,000 dols. She was bound for Liverpool. The cargo is insured in the Commercial Union of London. The vessel is owned by Taj lor and Co., of Dundee, and valued at 70,000 dols. Captain and crew are safe. The barque Lara, from Hull for San Francisco, is reported as having been abandoned at sea on 22nd October. The captain and part of the crew landed Koapulco, in Mexico. The remainder are not yet heard of. Later despatches from Berlin say that the Emperor’s speech (or message) was listened to with icy coldness, and not one sentence was applauded. All binds of tumors were in circulation, and even a report that the Emperor had abdicated. The National Bank of Boston has failed, and has also involved the Central National Bank. Poor financial management is the cause.

The Idiot Asylum, Eolymbus, of Columbus, Ohio, was burned on the 18th, with no loss of life.

In all probability there will bo a consolidation of railroad interests, which will result in a stronger railroad combination than ever existed in the United States. The roads interested, it is said, will form a direct transcontinental line from New York to Portland, Oregon, and will comprise the following lines : —New York, West Share, and Buffalo road, Buffalo and Chicago road, Chicago, Milwaukea, and St. Paul road, Northern Pacific road, and Oregon railway, and Navigation 00. road, and it is claimed that the entire line will be in running in two years. The distance by road now being constructed between Ohioago and New York is forty miles shorter than any other route, and the line for its whole length runs through very productive country. The landlords, magistrates, tenants, and traders have held a large meeting at Koscrea, County Tipperary, to support the Government for mutual protection against Boycotting. The Turkish navy is being reduced. On the 19th 2000 sailors were dismissed, and several ironclads will bo dismantled.

Jones, arrested for shooting at Guiteau, denies he is the man. Sir Ohua. Dilke is gone to Paris to resume negotiations in the matter of tho AngloFrench Commercial Treaty.
