[bbutbb's tbleobams.] WASHINGTON, December 6, President Arthur's Address.
General Arthur delivered the usual Presidential message to Congress to-day. He stated that the question of the construction of the Panama canal was one of grave national importance, and should receive the earnest consideration of the United States Government. He would renew the parleying with England in regard to British Columbia. It would be proposed that tho British Government should modify the Clayton-Bulwer treaty so as to abrogate the clauses of the same which do not comport with the obligations of America in British Columbia. The President then, in reference to home affairs, stated that it was deemed imperative that the army should bo increased by at least 5000 men, and that a re-organi-sation of the navy should be proceeded with without delay. Ho concluded by announcing that a commission would be appointed to take into consideration the question of the revision of the tariff and the reduction of taxation.
