BOROUGH COUNCILS.
SYDENHAM. The üburl fortnightly meeting was held last evening. Present —The Mayor, Ors. White, Langdown, Webber, Joyce, Hall, Forester, Andrew, and Nieholl. The report of the works committee was presented. The committee was of opinion that the reasons given by the petitioners against the formation of Disraeli street were not sufficient to justify the Oounoil in not proceeding with the work, as a large number of ratepayers were in favour of the work being done. They recommended that Mr Jones' letter re widening Wilson's road be replied to, agreeing to take over the read conditional on certain land being given and the Heathcoto Road Board paying half the cost of widoning; also, that the water cart was now ready for use whenovor required by the residents. Consideration of a clause requesting the Drainage Board to lay down a line of pipos in Montreal street South to the South Belt drain was deferred. Tho Clerk reported that ho had forwarded to the Rangiora Borough Council all the information he could procure, asked for by them in regard to the Railway reserves, Methven.— The report of tho finance committee showed the receipts during last fortnight to be £226 Si 2d ; accounts paused for payment, £166 63 Id; orodit balance at Bank, £538 19s lOd. Report adopted.—lt was resolved that the patronage of the Council be given to the Sydenham Amateur Musical Sooiety on the occasion of a benefit to be given to Mr Edmonds on his leaving the district.—The seal of the Council was affixed to an agreement between the Council and the Rakaia and Ashburton-Forks Railway Company, and alto to Mr Brightling's contract for scavengering,—Or. Andrews here applied to be exonsed for the remainder of the evening. Leave was granted to the clerk, Mr Allison, to act as returning officer during the ensuing Drainage Board election.—Cr. Hall moved, and Cr. Joyoe seoondod—'• That the cordial thanks of the members of this Council be accorded to the Mayor for his kind invitation to the picnio at Little Akaloa." Carried unanimously.—The Council then went into committee to consider the legal opinion re drainage rate. LYriELTON. The usual meeting of the above Council was held on Monday night, when there were present the Mayor, Crs. Macpherson, Reed, Webb, Stinson, Weybourne. The reoeipts of the borough since tho preceding meeting amounted to £57 9j 4d. E. H. Menzies, Napier, on behalf of some English capitalists, wrote, offering to lend £6O,CCO to the town for public works, or any sum above that amount. The letter was ordered to be answered, to the effect that the borough was not in any immediate need of borrowing. Leave of absence was granted to Or. Garforth. The Council's committee on the proposal to deal with the Lyttelton Colonists' Society, reported in favor of the borough taking the property over. The report stated that if the trustees of the institution were prepared to hand over the whole of the property to tho Council for the benefit of the inhabitants, the Council should ' accept the same. In the event of that being done the library and reading-room should be moved up stairs, and the lower portion of the building be utilised for Oounoil offices. The works oommittee reported that, according to instructions from the Oounoil, they have visited the sewers in Salt's gully and Oxford street, and would recommend that if the funds at the disposal of the Oour cil will warrant it, the Salt's gully sewer should be extended ten chains, at a cost of £550 ; that the sewer in Oxford street be extended 2 chains 23 feet, at a cost of £lO2 ; the sower commencing at Exeter street should be curved, at a oost of £57. The committee having heard complaints that the carting is done by one firm, suggest that tenders for extra oartage be called again. The Mayor said that only about £284 would be available for the above work, which was estimated at £709, after devoting £IBO to the work in Joycetown. Disoussion on the Colonist Society's report and the works committee's report was postponed until next meeting. Plans and specifications of the proposed excavated bathing establishment at Simeon Quay were laid on tho table by Or. Stinson. The estimated cost was under £4OO. The discussion upon it was left until tho bathing committee reported to the Council with referenoe to tho plans. Accounts amounting to £256 18* were passed for payment.
