[reuter's telegrams.J LONDON, November 21. The Markets. Consols remain at IOOf. Tho market rate of discount has been raised to 4 per cent; the Bank rate remains at 5 per cent. Now Zealand securities are unchanged. Adelaide wheat, ex store, continues at 575, and New Zealand at 52s 6d ; Adelaide flour, ex store, 42s ; Australian tallow, best beef 89s 6d, best mutton 41s 6d. The Mails. The homeward Australian mails, which left Melbourne on October 12th, were delivered in London to-day. Royal Betrothal. An alliance having been arranged between Prince Leopold of Albany) and Princess Helena, fourth daughter of Prince George Victor of Waldeck, one of tho German principalities, the betrothal ceremony took place at Frankfort on Saturday last.
