SYDENHAM BOROUGH COUNCIL.
The usual meeting of this body took place last night at seven o’clock. Present—his Worship the Mayor, Ors. Joyce, Pavifct, White, Langdown, Andrew, Hall, Nioholl, Webber and Forrester. The correspondence of the past week was read as follows : —Letter from the Be turning Officer, notifying that Or. Joyce had been elected unopposed to the office of Mayor for the coming term. From two ratepayers having frontage on Disraeli street, stating that the formation of the said street, if proceeded with, would not be of any advantage to them. The letter was referred to the works committee. From the town clerk, Songiora, asking whether the Council had received or were to receive any compensation for land taken for the railway line through a reserve at Methven ; also asking whether the company are bound to make level crossings to give access to land severed by the line. The clerk was instructed to enquire into the matter, to report at the next meeting. From the Bakaia Forks and Ashburton Bailway Company in reference to the maintenance of fences, &3, on certain reserves. It was resolved to leave the affair in the hands of the sub committee to attend to.. From the Biccarton Boad Board, enclosing a petition from ratepayers of Addington praying for the abatement of a nuisance caused by the drain on the north-west side of the Lincoln road. The Board expressed the opinion that a concrete channel should be made, and offered to pay half the cost. The Council to do the work, as the road in question was a boundary road. The clerk was instructed to reply in the terms of the recommendation of the works committee, viz., that the Council think it would be better for the Board to channel one side of the road at their own expense, leaving the borough to do their side. The works committee reported that the Heathcote Boad Board had approved the acceptance of Mr Brightling’s tender for lowering the Ferry road. The City Council had asked for and been supplied with particulars of expenditure on the South Town Belt. A recommendation was made, alluded to above, as to channelling Lincoln road. The committee having interviewed Mr Marshman found that only 855 acres of the 12C0 acres supposed to be reserved ns an endowment for the Council had been gazetted. The smaller area, therefore, only belonged to the Borough. The committee were taking stops to have the omission rectified. The difficulty with the Bakaia Forks and Ashburton Railway Company was now in a fair way for final settlement. The sanitary committee reported that Mr Brightling’s tender for scavengaring for a period of two years had been accepted.—The finance committee reported the receipts for the past fortnight to have been £205. The expenditure for the eame period was £6O 6s 6d. The credit balance at the Bank was £373 Oa 3d. —On the recommendation of the committee, the salary of the ranger was ordered to he increased by £l6 yearly as forage allowance.—Or. Forrester reported a nuisance existing at certain drain sumps from accumulations of rubbish. The clerk waa instructed to again write to the Drainage Board on the matter.— In reference to the drainage rate, after considerable discussion it was resolved, on the motion of Cr. Andrew, seconded by Or. Joyce, “ That a committee, consisting of the finance committee and the mover, take into their consideration the advisableness of taking action with a view of testing the legality of the rate as levied by the Board; to report to a special meeting of the Council on Friday next, November 25th,” It waa understood that their legal advisers in this matter on a former occasion wore not again to bo employed.— The Council then adjourned. Before separating his Worship expressed his hope of meeting all the Councillors at the railway station this day at 9 a.m., for the purpose of taking port in the picnic to be given by him,
