Australian tallow, best beef, 39a ; beat mutton, 41s 6d. LONDON, November 17. Shipping. Arrived—Ship Sarah Scott, from Lyttelton, and Aesel, from Bluff. BERLIN, November 17. The Opening Parliament. The two Houses o£ the Imperial Parliament, the Bundesratb and Reichstag, were opened to-day. The speech from the throne was read by Prince Bismarck, in the absence of the Emperor. His Majesty’s address stated that the peace of the Empire was surer now than it had been at any time during the last decade. It announced that the present economic fiscal policy of the country would be firmly adhered to, and concluded by stating that a scheme of insurance for workmen would he instituted, with a view to improve the letters’ welfare and counteract the growth of socialism in the Empire,
