[REUTER’S TELEGRAMS.] LONDON, November 16, Egyptian Affairs.

A blue book haa been issued, containing documents and despatches in regard to Egyptian affairs. Amongst the latter is a despatch by Earl Granville to Mr E. B. Malet, C. 8., British Minister at Cairo, in which the Foreign Secretary points out that the aim of tho policy of England in regard to Egypt is solely to promote tho prosperous condition and liberty of that country. To that end his Lordship especially urges tho necessity for tho vigorous prosecution of certain needful reforms. Earl Granville concludes by eulogising tho efforts already made by Cherif Pasha, recently appointed by tho President of the Egyptian Council of Ministers to strengthen the tie between Egypt and the Porte, which his lordship is of opinion will be the best safeguard against foreign interference in Egyptian affairs. BERLIN, November 16. The Prince and his Chief.

Prince Bismarck bad an interview yesterday with his Majesty the Emperor. It has since transpired that perfect harmony prevails between tho Emperor and the Chancellor with regard to the home policy of the German Empire, and it is now definitely understood that the Prince will not resign.
