ENGLISH &_EOEEIGN. [retjter’s TELEGRAMS.] PARIS, November 13. Ministerial. In the Chamber of Deputies to-day, M. Gamhetta, in a long and important address, set forth the Ministerial programme for the session, and explained at length the views of the new Government. In the course of his speech he referred especially to the necessity of introducing gradual reforms, the importance of extending the commerce of the nation by aid of treaties of commerce, and the necessity of maintaining peace both at home and abroad.
WASHINGTON. November 15. Diplomatic. The Hon. L. S. Sackville West, the new British Minister to the United States, presented himself to-day to the President at White House. General Arthur in receiving Mr West, stated that he would do his utmost to increase the present harmony and good will which exists between England and America.
