M. Novekoff, the Russian Ambassador, has issued a further communication to the Porte in reference to the consideration of the question of the payment of the Russian war indemnity. M. Novekoff now states that the Russian Government is willing to modify its recent demand, and agrees that tho claims of tho foreign bondholders' delegates shall receive priority in recognition over the question of the payment of the war indemnity.
