SJGambetta announces his intention not to form a Ministry until the new Chamber of Deputies have been afforded an opportunity of expressing its opinion upon the policy of the Ferry Cabinet. Ho asked the Chamber to elect him as President, as a vote of confidence, which would express approval of his approaching advent to office. The Roman Catholic Bishops of Ireland have, as a body, expressed their disapproval of the proposal that the tenants should refuse to pay a fair rent. Pastoral letters have been issued by Dr. Delaney, Bishop of Cork, and Dr. Fitzgerald, Bishop of Ross, both condemning the continuance of the agitation, and advising the tenantry to take advantage of the benefits conferred under the Irish Land Act. A manifesto has been issued by the Irish Women’s Land League, in which the tenants are exhorted to remain firm in their refusal to pay rent and taxes, but to avoid as far as possible any collision with the authorities. The Ladies’ League promises to construct houses for those tenants who suffer eviction, and invites funds for the purpose. The vacancy in the representation of Berwicfc-on-Twoed caused by the elevation of Sir Dudley Majoribanks to the Peerage has resulted in the return of a Liberal candidate, who secured a majority of 500 votes. Ayoub Khan, after his final defeat at Herat, fled over the border into Persia, where he sought the protection of the Shah. Directions were given for his internment, and a place of residence will be appointed. Precautions are being taken against his re-entry into Afghanistan. Although tho Volkeraad have agreed to the ratification of the Convention, they have decided to ignore the provisions requiring that British imports aro to bo under no_ special restrictions and burdens, and have imposed certain taxes, which aro considered to bo a breach of this clause. The prospect of Gambetta’s early accession to power as Prime Minister of France is regarded with disfavour in Germany. Prince Bismarck, tho Imperial Chancellor, objects to the Ministry constructed by him.

A German steamer has been seized at the Dardanelles with 40 tons of dynamite on board, which it was intended to have discharged at the seaport of Odessa, in the Black Sea, and Taganrog, a fortified town in the Sea of Azof. Fourteen thousand casks of dynamite had been previously landed at Syra Island, in the Grecian Archipelago. The Nihilists are suspected of being connected with the shipment.
