KAIAPOI BOROUGH COUNCIL.
The fortnightly meeting of this Council was held on Tuesday evening. Present —The Mayor (Mr Blackwell), Ors. Pinching, Fraser, Parnham, Woodford, Smith, Mathews, and Stanton. Leave of absence was granted to Or. Moore in consequence of a death in his family. The surveyor's report stated the formation of Akaroa street was completed, and the contractor would begin metalling next day. No reply had been received from the Mandeville Boad Board re Beach road. The contractor for channelling in Blaok street would begin next day, and had offered to do concrete work at an advance of 20s per chain over timber kerbing. The delay in the work had been caused by obtaining the householders' coneont. Horse posts and rails had been erected at Council Chamber and Post office. The contractor for path on North road would finish next day, and he suggested a cheque be passed. On the motion of Or. Smith, the question of payment to contractor for North road footpath was left to the discretion of the surveyor. It was decided that the contractor for the channelling in Black Btreet be arranged with to put in the ooncrete kerbing, the ratepayers interested conaonting. Or Fraser, chairman of finance committee, reported the fortnight's receipts to be £6 Oj lid, the overdraft £6O 18s 4d, less reoeipts, £54 17s 6d. Accounts, £36 lis sd, were passed for payment. Cr. Woodford said he had to make an offer for faggots from the trees on the Beach road at 5s per 100. The Council then went into oommittee, the Mayor in the chair, to consider a letter of advice relative to the construction of railway through the town, from Messrs Garrick and Cowlishaw. On resuming, the report of the committee, on the motion of Cr. Pinching, seconded by Or. Parnham, was adopted to the effect that the Government be informed that owing to the opposition of one person the Council was unable to carry out the work of the tramway through the town, and Government be requested to do the work under the powers of the Public Works Act, Or. Fraser dissenting. Or. Pinching advised that the endowment reserve at Ashburton be inspected. Cr. Woodford mov ed—"That the attention of the police be drawn to the nuisance caused by boys discharging oraokers in the streets." Cr. Stanton seconded. Carried. Attention was drawn by Ors. Parnham and Stanton to the nuisance of cattle wandering at large on the streets at night. A tender from Mr J. W. Ellen to make twenty-six fire brigade uniforms at £2 2s per suit was accepted. The Council then adjourned.
